Employers have discussed an aging workforce and the need to have a pipeline of skilled workers to take their place Capture the interest of young people early—average age of AJAC apprentice is 32 years old Diversify the manufacturing workforce and apprenticeship Intentional Career Pathway and Bridge into Adult Apprenticeship, articulation into the following: Industrial Maintenance Technician Machinist Precision Metal Fabricator Plastic Injection Molding Technician Another option for career connected learning

What is Youth Apprenticeship? Registered with State or Federal Agency Coordinated by an Apprenticeship Committee 7% Classroom instruction 93% Structured on-the-job training Dual enrollment ending in Journey Card and short term certificate

AJAC Youth Apprenticeship Youth Participation: Production Technician Registration: youth and employer signs an agreement and held accountable for standards of registered apprenticeship Safety: OSHA 10 and Manufacturing Safety Standards prior to entering OJT, follow L&I guidelines during OJT Related Supplemental Instruction (RSI): Attend apprenticeship class one day a week (3 classes = 15 college credits) 150 hours of RSI : Precision Machining I, Precision Machining II, Engineering Drawings and/or CNC Ops & Set up On-the-Job Training (OJT): Work full or part time depending on program structures 2,000 hours of OJT: Competency based evaluation, rotation, mentoring, wage progression = $28,000 Track and report their apprenticeship hours, manage compliance: Apprenticeship Coordinator works with Committee and L&I on compliance

Youth Apprenticeship-Tacoma Two Different Models: 1) Tacoma School District: An after school model Launched in January 2017-- Pilot Program at Lincoln High School 17 students-Juniors or Seniors from various high schools in the Tacoma School District Students applied to the program and had to meet minimum qualifications RSI takes place after school for 4 hours a week OJT takes place after school, weekends, summers

Early Observations-Tacoma 17 Students entered into pre-training: OSHA 10, mentorship, shop safety 2 students dropped due to life challenges 1 student with special needs 2 who need further soft skills training prior to employment 2 waiting for job offers 10 students are employed at the following companies: Tool Gauge Quality Stamping Cadence Aerospace Globe American Structures Pacific Machine

Early Observations-Tacoma Challenges: Students had little to no background in manufacturing; curriculum is being adjusted. Instructor has not been in industry in over 30 years. Students have full 6 period days-- this has been an obstacle to employment for shops who operate one shift and are done by 3pm. Student Transportation. Educating employers takes time! High school receives no FTE for students—it goes to Bates.

Youth Apprenticeship-Yakima 2 ) West Valley High School: An in-school m odel : Launched in Spring 2017—Hosted at West Valley High School Students were selected from existing manufacturing classes Core Plus to Apprenticeship RSI takes place during the school day one day a week OJT takes place during the school day four days a week Eligible end of Junior year

Early Observations from Yakima An in-school model allows more flexibility to meet the needs of employers. 3 students have been hired at the following companies: Pexco Triumph Cubcrafters Students have the ability to have a school-work-life balance more effectively. Having a foundation in Core Plus, these students were advanced in their skillset. Transition into employment is easier Apprenticeship class is a natural next step Tech Prep is the model used for dual credits.

Next Steps for Youth Apprenticeship Next Steps for AJAC 1. Program design: we are working on 2 tracks Beginner and Advanced 2. Policy work around funding models: FTE, program coordination, employer incentives 3. Continue to increase industry support 4. Grow programs to 10 schools: Tacoma, Yakima, Snohomish, Puyallup, Everett, Arlington, Highline, Tri-Cities, Spokane, Auburn Next Steps for Youth Apprenticeship Washington 1. Youth Apprenticeship Signing Day: Tacoma-April 6 th & Yakima-April 26th 2 . Assist in growing other industries: Automotive, Healthcare, IT, Culinary
