Communication Original intent was t

o make certain coaches and teachers received information ground up through literacy specialists and R2S liaisons. Changed order at request of districts. All official communication is now in pdf format on SCDE letterhead. Slide6

R2S Advisory GroupReplaces Reading Panel originally in legislation.

Invitation went statewide on 11/4/2014. Online application was open until 11/19/2014. We are looking for 20 to 25 diverse, knowledgeable stakeholders who are committed to the improvement of student literacy in South

Carolina. Rubric will be used to select. Slide7

1 – Reading PlansState plan will be introduced in December and finalized by February 2015.

District plans = Fall 2015 School plans = Fall 2016

All plans will need to be approved using SCDE-provided rubric. EIA reading funds will be tied to approval. Slide8

2 – Third Grade Retention

Third grade retention does not begin until 2017-18.The SCDE is aware of research around retention.

Many other components will be in place by 2017-18, reducing the number of students who might be required to be retained. Slide9

3 – Summer Reading CampsBegin Summer 2015.

Required for any third grader who is not reading proficiently in at the end of the third nine weeksGuidance to districts will be provided in in January 2015.

The SCDE is working to link this component with the SC Summer Reading Program. Slide10

4 – Reading InterventionsMust be in place 2014-15.

The OST is collaborating with the Office of Special Education Services to establish support and guidance around interventions, including Response to Intervention. We are focused on classroom-based interventions and quality of interventionists. “Light” guidance will be issued with follow-up in 2015-16. Slide11

5 – Literacy CompetenciesIn August 2014, the SCDE released the South Carolina Literacy Competencies that describe what teachers need to know and be able to do in regard to reading and writing.

Three sets of SC Literacy Competencies are found on the R2S website. These form the foundation for new in-service and pre-service coursework for all educators. Slide12

5 – Read to Succeed Endorsements

R2S endorsements cannot be added to SC licenses until after endorsement regulations have been changed and then revised. Goal = Fall 2015 The endorsements do not supersede add-on certifications or master’s degrees. Source: SCDE, 2014, Guidelines for Read to Succeed Endorsements Slide13

Add-Ons and Master’s DegreesEducators earning a Literacy Teacher or Literacy Specialist add-on area of certification will automatically have the R2S Teacher endorsement added to their licenses.

Educators earning a master’s in Reading or Literacy will automatically have the R2S Teacher endorsement added to their licenses. The SCDE is currently discussing feasibility and procedures for grandfathering in licenses with the add-on or master’s added prior to Fall 2015. Slide14

6 – CDEP

CDEP provides funding, monitors 4K implementation, and supports quality programming with professional development. Start-up funding can be used across classrooms. DSS licenses classrooms and teachers, and monitors compliance with DSS regulations. Slide24

7 – Teacher Preparation

EPPs are required to have all initial licensees take a 6- or 12-hour literacy sequence beginning Fall 2016.Teachers should be graduating with the appropriate Read to Succeed endorsements by Spring 2020.

All colleges and universities are being asked to review their coursework to ensure that they have embedded the SC Literacy Competencies.Slide25

8 – Reading CoachesFunding was provided to elementary schools to hire reading coaches.

The SC Reading Coach Institute is being offered to train those state-funded reading coaches. Further differentiation is being planned. Slide26
