CALCULATING Total Number of Ballots Cast Total number of ballots cast on voting machine Compare public counter number to results tape total UOCAVA email ballots or damaged ballots that cannot be inserted into the voting machine must be counted by hand in the CAP. Typically used by larger localities and/or localities with large numbers of absentee voters. Begin after the registration books close and after registration transactions are completed, for the most part.

Pre-Processing 1VAC20-70-40. Alternative Processing Procedures for Absentee Ballots Returned Before Election Day. Notice is given to the local political party chairs of the times and places for processing absentee ballots in sufficient time to allow for the authorized party representatives to be present.
