mission
of Harvard Global Research and Support Services, Inc. (“HG”) is to provide the structure, processes and tools for Harvard to operate research projects and other non-profit endeavors internationally.
The specific
objectives
of Harvard Global are to:
Provide a ready-made administrative infrastructure for Harvard faculty, researchers, and program leaders working overseas
includes overseas payroll, financials and business registrations
Offer flexible processes that can be tailored to host-country needs, while remaining under the Harvard umbrella
Simplify international processes for clients
Streamline and rationalize Harvard’s legal and operating structures overseas
Align international financial controls with Harvard’s and sponsors’ standardsShield President and Fellows of Harvard College (“P&F”) from foreign tax obligations and liabilitiesReceive and manage grants with onerous terms (e.g. European Union)

1. Global operations infrastructure
Overseen by Harvard University’s Department of Global Support Services
Includes overseas payroll, disbursements, accounting, taxes, business registrations and filings
Harvard departments contract with HG for this work

Grants management
Overseen by Harvard University’s Office for Sponsored Programs
HG applies for and receives grants directly from certain fundersGrants may be for domestic projectsHG performs substantive work on grants and also contracts with Harvard University, as needed

Projects and grants accepted by HG will be limited to those meeting predefined criteria.
Compelling
reason to take the grant but cannot accept terms and conditions
Tried unsuccessfully to negotiate out offending condition
May accept award thru HG if offending condition does not violate HU principles of academic freedom and integrity
HG and P & F will enter into a Secondment Agreement outlining the roles, terms and conditions of P & F staff who will support to HG.
3. Miscellaneous: No US federally-funded grants, no subcontracts
and limited
cost sharing.

Expertise is developed in the Central Office and shared by Departments and Faculty.
