Systems IntroductionUNCLASSIFIED/FOUO
UNCLASSIFIED/FOUO
“Enabling Systems” are now a way of life. Referred to as
“operating subsets of an overall Knowledge Management (KM) program,”
HR and HR-related enabling systems are intended to ensure our land forces can maintain and prolong operations until successful mission accomplishment is achieved
Expressed in the “
Army Knowledge Vision,” the intent of Army KM is to “provide a transformed Army, with agile capabilities and adaptive processes, powered by world class network-centric (net-centric) access to knowledge and systems and services that are interoperable with the Joint environment”
Slide22
Enabling
Systems Introduction (cont’d)UNCLASSIFIED/FOUO
UNCLASSIFIED/FOUO
To remain relevant to the Future Force, the HR professional must continue to embrace the new KM and Net-centric culture - as future military operations will be conducted in a different and changing operational environment – an environment that is powered by enabling systems…and
successful application and use of these enabling systems will enhance HR decision dominance
The following slides present brief explanations of Enabling Systems that have been found to provide HR professionals with the ability to meet changing requirements on short notice; rapidly sustain efforts to meet changing circumstances over time; provide the right HR support in the right place at the right time, and enhance the HR decision-making ability to
see and forecast HR operational requirements while operating under conditions of uncertainty in an era of persistent conflict .

AMPS
The Automated Military Postal System.
Connects Military Post Offices (MPOs) and other Military Postal activities around the world directly to the Military Postal Service Agency (MPSA) in Alexandria, VA via the World Wide Web. Instead of relying on telephone messages, e-mails, or other secondhand communication methods, AMPS users can view the information about their MPOs on their own desktops. When changes or corrections must be made, users can update the information themselves. With AMPS, the process of opening a new MPO can be handled within a considerably smaller amount of time than it has taken in the past.

CAMALS
Consolidated Air Massing and Labeling Scheme.
Implements USCENTCOM Regulation 25-102.
CAMALS massing
scheme implements mail procedures requirements for intra-theater mail massing and labeling instructions for all postal activities in Southwest Asia, Central Asia, and the Horn of Africa. The concept employs a maximum number of direct pouches based on volumes with strict adherence to massing points. While the quantity may seem small to some large volume operations, the direct pouch or massing concept is necessary to reduce handling and, ultimately, mail transit times. It places pouching/labeling requirements at the mail origin MPO versus an in-transit point which is consistent with USPS directives and policy. USAFCENT provides updates to all locations and their serving headquarters via e-mail. CAMALS procedures ensure pouching, labeling, and routing of INTRA-THEATER mail is compatible with the worldwide mail transportation network. Contact 1

acks all immunization, medical readiness, and deployability data for all Active and Reserve components of the Army as well as DA Civilians, contractors and others. It is a powerful tool allowing the chain of command to determine the medical and dental readiness of individuals, units, and task forces. Commander’s and Medical leaders at various echelons are responsible for the use and implementation of MEDPROS to measure their unit/individual medical readiness status. The comprehensive Medical Readiness data includes all medical and dental readiness requirements IAW AR 600-8-101. They include immunizations, permanent physical profiles/duty limitations, eyeglasses/inserts, blood type, medical warning tags, personal deployment meds, pregnancy screening, DNA, HIV and dental status among other data elements. Some data is automatically captured from central Army source systems such as TAPDB or medical systems such as the Armed Forces Institute of Pathology (AFIP), the U.S. Army Medical Surveillance Activity (USAMSA), the Corporate Dental Application (CDA) (Compo 1 only) and the Defense Eligibility and Enrollment Reporting System (DEERS). Other data is manually into MEDPROS mainframe or the Remote Information Data Entry System (RIDES) applications. This data may also be posted into the new MEDPROS Web Data Entry (MWDE) module at some Power Projection Platforms (PPPs) and Power Support Platforms (PSPs).

MODIS
Military Origin-Destination Information System.
Designed to measure the transit time of U.S. origin mail sent to U.S. military postal sites overseas and deployed ships. The system was created by the United States Postal Service (USPS), in cooperation with the Military Postal Service Agency (MPSA), as a cost-effective, labor saving method of combining data from different USPS information systems. Additional data is also obtained from the scanning of postal labels at overseas locations selected by MPSA. This collection of additional data is taken daily through the use of a laser scanner connected to a hand-held computer. The scanned data is then sent via a special MPSA (SALTS Lite) communications program to USPS for subsequent transit-time report generation.
