2. INTRODUCTIONMonsoon is crucial for Agriculture production in India.More than 73% of total rainfall of the country is received during the South West monsoon (June to September).India being a rainfed country is vulnerable to drought and had faced many droughts since independence.Careful monitoring of the symptoms of drought and early warning are key to effective management of the drought.2

3. DROUGHT MANAGEMENTDA&FW responsible for managing drought and coordinating relief measuresState Governments primarily responsible for managing and undertaking necessary mitigation/ relief measures. State Governments have ready availability of funds under State Disaster Response Fund (SDRF) for taking immediate measures.GoI provides additional assistance from National Disaster Response Fund (NDRF) for natural calamities of severe nature.3

4. DROUGHT MANUAL Manual for Drought Management outlines the Roles & Responsibilities of different Agencies, Institutional structure, Key variables of Monitoring Drought, procedure for drought Declaration, Drought Response and Relief etcManual contains: new scientific indices and parameters for a more accurate assessment of drought; methodology for computation of various indices and determination of the severity of drought; timelines for declaration of drought, assessment and release of financial assistance.State Governments are required to implement mandatorily the guidelines of Drought Manual, while determining/declaring drought in their State. 4

5. CRISIS MANAGEMENT PLAN (CMP) FOR DROUGHTThe Drought Manual provides for Crisis Management Plan (CMP) to be operationalized in the event of Drought like situationIt focuses on drought management interventions required during the time of crisis. It delineates the roles and responsibilities of various stakeholders, including Central and State Governments and their agencies in managing the calamity. It further provides a crisis management framework to identify phases of the crisis and the strategic response corresponding to each such phase.CMP for Drought has been circulated to all Stakeholders. States are advised to be prepared as per the CMP.5

ROLE OF GOVERNMENT OF INDIACentral Government monitors, reviews (the situation) and provide financial assistance in case of additional requirement of funds by State Government (NDRF).There is a Crisis Management Group on Drought, headed by the Central Drought Relief Commissioner, reviews the drought situation with the representatives of the line Ministries/Departments and other stakeholders, as and when required.Central Drought Relief Commissioner also heads CWWGDM to monitor drought situation in the country.6

7. ROLE OF STATE GOVERNMENTSClose Monitoring of the behaviour of the MonsoonSetting up State Drought Monitoring Centre (SDMC).Hold Crop Weather Watch Meeting once a week.To collect, collate and analyze information on drought parameters from National & State level agencies.Launching relief operations for the people affected by drought. States are provided with the State Disaster Response Fund (SDRF) & State Disaster Mitigation Fund (SDMF).7

8. ROLE OF STATE GOVERNMENTS..CONTD.Assessment of losses and relief requirements.Declaration of drought, after following the parameters, prescribed in the Drought Manual.Timely submission of Memorandum to GoI for assistance from NDRF.8

IMD FORECAST AND SW MONSOON FOR KHARIF 2023IMD forecast for 2023 released on 11.04.2023.South-West Monsoon seasonal rainfall over the country as a whole is likely to be 96% of the Long Period Average (LPA) with a model error of + 5% .IMD will issue the updated forecast for South-West Monsoon season in the last week of May 2023.9

DROUGHT PREPAREDNESSStates have been advised to take steps to meet any eventualities arising out of aberrant monsoon to minimize impact on agriculture sector on 24.4.2023.Advisory, inter-alia, includes review of following activities:Updation/fine tuning of District Agricultural Contingency Plan (DACP).Tying up availability of seeds and other inputs.10

DROUGHT PREPAREDNESS ---contd.Constructing water harvesting structures under MGNREGA & other such schemes.Promoting agronomic practices for moisture conservations.Promoting cultivation of less water consuming crops by crop diversification.Restoring irrigation infrastructure by de-silting canals, energizing tube-wells, replacing/ repairing faulty pumps.Progress of preparation & implementation of District Irrigation Plans.11

13. DROUGHT PREPAREDNESS ---contd.Progress in repair of hand-pumps/drinking water projects.The State machinery at various levels should be sensitized to the Crisis Management Plan to respond adequately to any contingencies which may arise during the Kharif season. 13

14. ADVICE TO ICARICAR was advised to update District Agriculture Contingency Plans (DACPs) to include drought tolerant crop varieties, crop specific resilient technologies developed by it. ICAR CRIDA to spearhead the matter.To organise interface meetings with State Govts for operationalising DACPs.14

15. GEOSPATIAL DROUGHT MONITORING PORTALA unified geo-portal for monitoring and management of drought would be launched shortly. This portal would host all data on drought indicators - weather, soil moisture, remote sensing based crop conditions, water storages, on a single digital platform for use by States. 15

WHAT WE EXPECT FROM THE STATES?States are advised to closely monitor the weather patterns and look out for early indicators of drought like situation.Release crop related advisories to the farmers regularly.Full preparedness as per CMP for a mock drill on Drought preparednessFollow updated DACP in case of need.Work in close coordination with GOI/line Ministries/ICAR etc.States/Line Departments/Ministries feed data timely on the unified geo-portal for drought.18
