7. Needs Survey7To better understand the APMP DEC member institutes on their short to medium-term needs of capability building activities such as APMP-APAC Joint PT Programs that are conducted with metrologically traceable reference values for performance evaluationTo facilitate the planning of capability building activities for 2021-2023 or 2024

8. FormatSurvey questionnaire posted on InternetInvitations sent to all DEC member institutes on 7 December 2020Closing date on 15 February 2021A few questions were askedParticipation in the survey was completely voluntary. Respondents were aware that the information gathered would be kept confidential and would only be released, if necessary, in aggregate form. 8

16. 16Terms of ReferenceTo advise the APMP-APAC Joint PTWG, which in turn will make recommendations to appropriate authorities of APMP and APAC about the collaboration between the two Specialist Regional Bodies in respect of the organization of joint activities such as proficiency tests/calibrations; andThe APMP-APAC Joint PTWG is a formal collaboration of APMP and APAC which are mainly responsible for the following objectives:To support quality and technical infrastructure in the Asia Pacific region through the coordination of proficiency testing schemes* that are technically managed by members of APMP and offered to members of APAC and APMP;Through the running of the PT schemes enhance good metrology in the region in order to support trade and public safety; To report the working group’s activities to the relevant committees of APMP and APAC;To discuss enquiries of APAC members on common proficiency testing needs in the region and report back to APMP; andTo address technical queries relating to the running of proficiency testing, when required.*The joint PT schemes are funded by APAC and/or the NMI/DI coordinating the schemes.

17. 17Key OutcomesTo draft recommendations on possible updating of MOU (between APMP and APAC) for consideration of the Executive Committees of APMP and APAC:Aim to have the recommendations ready by end of 2021;Possible recommendations will include an explicit expression of the collaborative work of the 2 Specialist Regional Bodies (SRBs) on the organization of joint PTs.To explore the possibilities on how to work closer with APEC or APEC Sub Committee on Standards and Conformance (SCSC) (ref. the current MOU) and raise recognition of the role of this Joint PTWG in support of global trade; To support extending the scope of PT programs to include physical measurements in the near future;Clarify APACs position of supporting 2 PTs a year, whether this imitation is based on budgeting/funding by APAC or resources. If funding support is of concern, other sources of funding should be explored; andTo explore means for addressing the topical proficiency testing needs of traceable measurements related to the pandemic.

18. National Measurement Institute, AustraliaAcknowledgementsThanks to all concerned colleagues of the institutes responding to the needs survey; and Special gratitude to Dr. Angela Samuel (DEC Chair), Dr. Victoria Coleman (EC-TCC Chair), Dr. Tang Lin Teo (EC member) and the concerned APAC colleagues in providing advice and support to the work of APMP-APAC Joint PTWG.18
