The top of the tibia is the bottom half of the knee. The bottom of the tibia is the top half of the ankle. The fibula is a smaller bone that sits on the outside of the tibia. A tibial fracture is a break or crack in the tibia. It happens when a force is applied to the bone that is stronger than the bone can withstand.
