Slide20.1 DIME/ITDG Governance
The WG Methodology accepted the mandate received by the DIME.
Slide3Item 1.1 Public use files for ESS microdata
The WGM approved the proposed methodology for the PUF as developed by the ESSnet which will now be implemented across the ESS in line with the procedure. Files will be disseminated by Eurostat as experimental statistics.
The "disclaimer" will be adapted by Eurostat to include a reference to the Regulation 223; the text referring to use of PUF in the publications will also be revised.
The WGM expressed a concern that PUF for business statistics would not be feasible based on this methodology.
MS were invited to signal by the end of May 2016 if they wish to apply the methodology to their national files themselves; by default Eurostat will be doing it for MS.
Slide4Item 1.2 Confidentiality charters
The WGM welcomed the confidentiality charters. Eurostat undertook to align its glossary with the one included in the handbook on Statistical Disclosure Control and to clarify the exemplary character of the rules mentioned.
The model charter and its implementation would be reviewed after 2 years.

The WGM took note of the status of the project and pointed to the opportunity to enlarge the data sources beyond the use of Google Trend
Eurostat will take into account the raised concerns on the statistical methods in any final recommendations
The project findings will be presented at the one of the next meetings in the area of Big Data
Item 2.2. Seasonal Adjustment
The WGM acknowledged
the work done and took
note
of the work programme for the
future emphasizing the need for a software-agnostic approach
Some countries expressed the wish to join the Seasonal Adjustment User Group (DK, SE, PT, ES, NL, BE). The call is open till the 15
th
of April. In case of interest MSs are

nvited to contact the French delegate that will be the coordinator of the next
CoE
on Seasonal Adjustment

The WGM took note of the work done so far by the
CoE
and supported the general orientations. Possibilities to move towards a "data lake" approach would form part of the work
programme
of the
CoE
The WGM invited Eurostat to involve also the WG IT

and Cyprus

The WGM supported the envisaged roadmap and endorsed the creation of the TF with its mandate

It will be composed by up to 10

including: IT,SE,DE,UK,NL, SI; additional MS can manifest their interest by the 15 of April 2016
The
CoE
on Data Warehousing will be involved in the future work where relevant

The WGM took note of the outlined work
programme
and agreed with the envisaged consultation steps for work packages 2 and 7.
Under Work Package 7, ad-hoc intervention can be envisaged in the area of Population Register and
data
integration
Eurostat will ensure that the WGM will be informed about the results under the Work Package 3 dealing with
quality
issues.
