2015 IAAF W ORLD Y OUTH C HAMPIONSHIPS S ELECTION C RITERIA OVERVIEW These selection criteria were designed in an effort to align National Team programs with Athletics Canada’s Long Term Athlete Development model. The athletes in this project are in the “Learning to Compete” phase, so special emphasis will be put on optimum preparation by “modelling” international competition experience. With that in mind, we will begin the practice of ensuring athletes have specific an d well - planned practices, training plans, and recovery regime for optimum performance and positive competitive experience. While maintaining a goal of overall team performance, the most important step on this team is to ensure that young athletes learn how to optimize their performance on the international stage. Attached to this document is an appendix which form an integral part of this Selection Criteria. All selections made in accordance with these criteria are also subject to AC’s general rules and re gulations for team selection outlined in the National Team – Selection Rules Book (to be updated if necessary). The National Team Committee (NTC) is responsibl e for the implementation of these criteria and has the sole authority to make all decisions relating to the selection of the World Youth Championships Team. 1.0 GENERAL INFORMATION 1.1 Event Location and Dates Cali, Colombia 1.2 Important Dates and Team Member Travel Obligations Date Event/Note Location/Notes April 1 st , 2015 Beginning of Qualifying Period *for exceptions, see section 4.0 June 8 th , 2015 Athlete Declaration Deadline Online Form June 21 st , 2015 End of Qualifying Period July 9 th – 10 th , 2015 Team staging (TBC) Toronto (TBC) July 10 th , 2015 Depart Canada Canada  Colombia July 15 th – 19 th , 2015 Competition Dates Cali, Colombia July 20 th , 2015 Return to Canada Colombia  Canada August 7 th – 9 th , 2015 Canadian Youth Championship Sainte - Thérèse, QC 1.3 Eligibility Must be a registered current member (athlete) of Athletics Canada (AC) Must hold Canadian Citizenship by the Final Selection Date Must comply with AC rules concerning residency (AC By - Laws, Section 1, Rule 016) Must submit an Athlete Declaration Form as per dates outlined in Section 1.10 Must be born in 1998 or 1999 Must comply with Competitive Readiness Requirements as outlined in Section 5.0 Must otherwise be eligible to participate in the 2015 World Youth Championships Must have a Canadian Passport valid for 6 months after the World Youth Championships Must commit to competing at the 2015 Canadian Youth Championships Will not be eligible for sele ction for the Commonwealth Youth Games 1.4 Funding This National Team will be fully funded by Athletics Canada 1.5 Events 100m, 200m, 400m, 800m, 1500m, 3000m, 2000mSC, 110mH (boys), 100mH (girls), 400mH, HJ, PV, LJ, TJ, SP, DT, HT, JT, DEC/HEP, 10,000mRW (boys), 5,000m RW (girls) 1.6 Maximum per Event Up to two (2) athletes per country per event with standard may be selected. The maximum number of events that an athlete can compete in is two individual events plus the Relay. If the two individual events are T rack Events, only one of these two individual races may be longer than 200m. 1.7 Qualifying Trials There will be no qualifying trials for this national team event. 1.8 Qualifying Period(s) The Qualifying Period to achieve standards (Appendix A) is between April 1 st and June 21 st , 2015. Exceptions - Combined Events, Racewalk, and Steeplechase (see section 4.0) 1.9 Final Selection Date and Team Announcement The NTC will make final team selections immediately following the end of the Qualifying Period. AC will announc e the team through established communication channels (Branches, AC website, bulletin); athletes selected to the team will be contacted directly. 1.10 Final Declaration Date Athletes are required to submit the Athlete Declaration Form n o later than June 8 th , 2015 . Failure to submit this form by the deadline will render the athlete ineligible for selection. 2.0 TEAM OBJECTIVES To select the most c ompetitive athletes born in 1998 or 1999 available who are prepared to achieve seasonal best performances at the World Youth Championships; To provide a positive international competitive and cultural experience for this team; To prepare athletes for future National Teams assignments; To match or improve upon Canada’s overall finish on the placing tables from the 2013 IAAF World Youth Championships. 3.0 SELECTION PROCESS (all events except Combined Events, Racewalks, and Steeplechase) 3.1 Eligibility Pool All eligible, declared athletes achieving standard (Appendix A) during the Qualifying Period (Section 1.8) will be placed in the eligibility pool. It is the responsibility of the athlete to submit eligible performances to Athletics Canada in order to be considered for selection . 3.2 Final Selection Process Eligibility Pool athletes will be ranked in their event according to their best performance within the Qualifying Period (Section 1.8). The top two (2) eligible athletes in each event will be selected. 3.3 Any ties will be broken in the following priority order: 1) 2 nd best performance within the Qualifying Period 2) Head - to - head results within the Qualifying Period 3) Most recently achieved standard 3.4 See National Team – Selection Rules Book (Section 2.0) for Performance Regulations . 4.0 SELECTION PROCESS FOR OTHER EVENTS (Combined Events, Racewalk, and Steeplechase) 4.1 Due to more limited competitive opportunities IN THESE SPECIFIC EVENTS ONLY , standards achieved outdoors in 2015 prior to April 1 st in the Combined Events, Racewalk, and Steeplechase events will be considered. 4.2 For Racewalk, both road and track results will be accepted. 5.0 COMPETITIVE READINESS REQUIREMENTS Athletes are expected to demonstrate competitive readiness for any national team and selection will not be confirmed until they submit their plan and complete the process outlined below. 5.1 Training and Competition Plan Athletes and/or their personal coach are required to present a training and competition plan for the period July 1 st – 19 th to the Head Coach on or before July 1 st , and thereafter must inform AC of any changes to the plan. 5.2 C ompetitive Readiness Once nominated, athletes with questionable competitive readiness because of lack of fitness, injury, or illness may be removed from the team at any time. Athletes are required to immediately report any injury, illness, or change in tra ining that could affect their ability to compete at their highest level in Colombia. Failure to properly report injury or illness prior to the event will result in the athlete being deselected and financially responsible for all the atlete’s costs associat ed with the event. Notification must be sent to the Talent ID & Development Lead, Carla Nicholls ( cnicholls@athletics.ca ). “Competitive ready” is defined as the ability of the athlete to achieve equal or supe rior performance(s) onsite at the scheduled event (either through their performance or through improving their ranking in terms of placing), as compared to the performance(s) the athlete achieved in qualifying for nomination to the team. An athlete’s compe titive readiness will be evaluated in 2 distinct steps before their entry will be confirmed. The final decision on competitive readiness will be made by the Head Coach before departure using all available information gathered in the 2 - step process: STEP 1 : Medical Clearance Generally done by local IST in collaboration with National IST and consists of 2 phases: 1. An initial medical evaluation and paramedical assessment(s) to determine if the athlete is fit to return to full training or competition. This would occur once stabilization of health has been achieved and may include a functional evaluation of movement pa tterns 2. A dynamic functional evaluation will be carried out by IST that would be specific to the event (and injury or illness if applicable). This would assess the athlete’s movement pattern during a run, hurdle, jump or throw for example, to better identif y dysfunctional movement patterns that could increase the risk of re - injury or undermine a championship performance. In the case that the athlete is deemed unfit to resume training/competition or that dysfunctional movement patterns are identified in either phases of Step 1, the athlete would be declared unready for competition. STEP 2: Specific Evaluation Following functional clearance by the medical team, a more comprehensive physical and psychological readiness test to compete will be established as follows:  Determination of the Performance Test will involve the National Event Group Coach, and the Head Coach (or designate) and will vary according to the event, injury or illness. Failure to demonstrate adequate health, fitness, and/or readiness by July 10 th will result in immediate removal from the team.  The Performance Test will be objective, measurable, fair, realistic, specific to the event, and challenging If readiness cannot be established by July 1 st , the athlete selection and entry will not be confirmed and he/she will not travel with the team. Should a competitive readiness situation arise onsite in Colombia, a similar process will be implemented and may result in the athlete’s entry not being confirmed and they will be returned home at the ir own expense. The focus of personnel and resources in Colombia will be on athletes who are competitive ready for peak performance at the World Youth Championships. IMPORTANT NOTE: All athletes, if requested by the Head Coach, must be prepared to compe te in relays. 5.3 Health Questionnaire and Anti - Doping Upon selection, all athletes will be required to complete a Medical Information Form. These questionnaires will ask athletes to declare all supplements and medications that are being used prior, during and after the event. Athletes who need to take medic ations while competing must have a completed and approved IAAF Therapeutic Use Exemption prior to selection. Athletes that will be under 18 years of age for the trip will be asked to obtain a statement from their physician stating they are in good health and not at risk to travel and compete. 6.0 APPEALS Only athletes who are eligible to be considered for selectio n (as per Section 1.3) and who have achieved a standard (as per Appendix A) in 2015 may submit an appeal for selection to the NTC. Please refer to the National Team - Selection Rules Book (Section 3) for instructions.
