An approach for the judicial system to reduce the influence of drug and alcohol abuse on crime

What is a 24/7 Sobriety Program ? A court ordered alcohol and drug testing management tool designed to deal with problem drinkers/drug users. The goal of the program is to enhance behavior modification of the participant, reduce jail costs, reduce DUI recidivism, and increase public safety within your community; Requires those arrested for or convicted of a second or subsequent violation of RCW 46.61.502/504 (DUI) to abstain from alcohol and drugs, take twice-a-day on-site breath tests, use a remote electronic alcohol monitoring device, or submit to urinalysis testing. All testing fees are paid by the participant and the majority of the funds collected are retained by the local jurisdiction. Serves as an alternative to incarceration or in addition to other court ordered activities, is cost effective, allows participants to work and remain in the community, drive if eligible, care for their families and stay out of the criminal justice system by changing their behaviors; Violation of program rules leads to predetermined, swift and certain sanctions.

24/7 Sobriety ProgramMeans a 24 hour, 7 day a week testing program in which a participant submits to testing of their blood, breath, urine, or other bodily substance in order to determine the presence of alcohol, marijuana, or any controlled substance in their body.Alcohol testing by on-site PBT, remote breath or transdermal device. Drug testing by on-site urinalysis or drug patch.

SOBERLINK - MOBILE BREATHALYZER SOBERLINK SL2 is a rugged, one-piece, mobile alcohol monitoring device that measures Breath Alcohol Content ( BrAC ) by collecting deep lung breath samples. The SL2 incorporates Adaptive Facial Recognition, evidentiary-grade fuel cell technology and multiple acquisition technologies to ensure the client is accurately identified and tested. Results of each test are promptly reported to the central monitoring computer system via a cellular connection. SD’s program started in 2005 and now has 61/66, (92.5%) of their counties participating2013 - RAND Corporation study in the American Journal of Public Health reported that South Dakota saw a 12% reduction in recidivism for DUI offenses and a 9% reduction in recidivism for domestic violence offenses following adoption of their 24/7 Sobriety Program

24/7 Sobriety ProgramMontana began statewide testing in 2012 and has 24/56 (43%) of their counties participating in 24/7 Sobriety testing. Montana reported a 30% decrease in alcohol-related motor vehicle fatalities in 2013, at the same time as overall highway fatalities increased by approximately 10%. 2014 - RAND Corporation study on “The Effect of Montana’s 24/7 Sobriety Program On DUI Re-Arrest”. They concluded that 24/7 sobriety program participation reduced the probability of DUI re-arrest in Montana 45 % to 70 %2015 to date, alcohol related fatalities are down 57% from 2012.

24/7 Sobriety ProgramAll you have to do is visit a test site, and it is readily apparent why the 24/7 Sobriety Program works. A participant is required to show up at a test site twice a day, approximately 12 hours apart, and submit to a breath alcohol test.

24/7 Sobriety ProgramThe simplicity of the program, coupled with swift and certain consequences for non-compliant events, drives better behavior and outcomes.Washington’s 24/7 Sobriety Program data is limited at this point but there is no reason to believe that it will reflect differently from other states who have had the program much longer .
