Itisanhonourandaprivilegefo rmetohavethisopportunityof addressingyouonthequestionofterminationoftheTrusteeshipAgreement andcompleteindependenceofTanganyikaTheNationalExecutiveand members oftheTmganyikaAfrica - iNationalCongress,theChiefsandthei ndigenous AfricanpeopleofTanganyikasendtheirsinceregreetingstoyouandwish forallthedivinerevelations,guidanceandblessingsinyourgreatservice foroppressedandsufferinghumanity Iamconsciousofthefactthatthereissomedoubt inthemindsof tomeofthemembershereastowhetherIstandhereasatruerepresentative ofmy'peopleornot.Duringthegeneralelect. - Lon,heldin19581polled53votes endduringthesecondelectionheldearlierthisyear,Ipolled 67votes. IfeelImustexplainthispointbeforeIpresenttoyouthe mandatethat.broughtmehere. Inthefirstinstanceitmustberealizedthatthepeoplewhocan voteinTanganyikaare4nlyasmallfractionofthepopulationofthe Territory.Inthelast electiononly880,000outofthetotalpopulation of9,000,000wereeligibletovote.Thenumbero:thevoterswasevensmalleron thepreviousoccasion.Thepollsattheseelectionscannot,thereforebeatrue reflection.ofthepeople'swishesinthet erritory.
