Challenges facing the New Government

In 1949 the Chinese Communist Party came to power having won the Civil War against the KMT.China had been through decades, even a century, of continuous

internal conflict. The eight years of Japanese occupation (1937-45) and the bitter Civil War

in 1946-49 had left a damaging legacy for the Communists.Slide3

Challenges facing the New Government

Agricultural and industrial production had fallen and food shortages were common.

The KMT government had left the economy in ruins with soaring inflation and no foreign currency reserves.

The victory of the CCP had left

China isolated internationally

.

China was still a

deeply divided nation with social and ethnic divisions

after years of warlord rule and regional factionalism.Slide4

Government Short-term Solutions

Inflation was reduced by regulating the economy, raising taxes, paying public workers with goods instead of money and introducing a new currency – the Renminbi.

KMT property and all foreign assets were seized. Banks, energy supplies and transport were all nationalised.

Tibet, Xinjiang and Guangdong were brought under

central control

.

A new system of government was established, with the CCP dominant.Slide5

Government Short-term Solutions

At first, the new government’s approach was cautious. Mao realised that China was not yet ready for Communism and that society needed to be rebuilt

.He recognised he needed the support of the ‘national bourgeoisie’ – factory owners, businessmen, intellectuals.

The focus of the CCP initially was thus on

reconstruction

although policies became progressively more

interventionist as Mao sought to build a socialist state in China.Slide6

Investigating the Consolidation of Power

This week you will be analysing the methods used by Mao and the CCP to consolidate their power and rule.Groups will investigate the following

methods of consolidation:The Structure of Government

Use of Propaganda and Mass Campaigns

Use of Repression and Terror

Purges of Party and SocietySlide7

Investigating the Consolidation of Power

Each group needs to research how their method of consolidating power was used – refer to the website for more details.

Groups will need to use their textbooks, book chapters provided and internet to research. Create a google doc to share your research for your course notes – detailed notes expected with historiography, dates and significance of each event considered

Each group will then

present their findings to the class

on Wednesday 16th September. 5 minutes maximum!
