Gifts both natural and supernatural are based on God's Grace. I cannot earn them or destroy them. I can only receive them. Spiritual gifts are not mystical interruptions of the divine that temporarily suspend my personality, rather the opposite. God uses them through the uniqueness of my own personality and causes me to will and work toward His good pleasure. My responsibility is to participate with His purposes
that affect the destinies of my life and others through the sphere of my influence resulting in His Kingdom manifesting within
the earth. (i.e., The Lord's Prayer)

does it mean except that He also had descended into the lower parts of the earth?

It's not about measuring up! It's about measuring in!
Eph. 4(13) until we all attain to the unity of the faith, and of the knowledge of the Son of God, to a mature man, to the

Measure = Metron "that which is measured, a determined extent, a portion measured off."
