Understanding the problem

South Winnipeg does not have adequate recreational infrastructure Service levels were below the City’s established Recreation Leisure & Library Facilities (RLLF) policy before construction of Waverley West

neighbourhoods

.

95 sf/pp compared to policy of 1.88 sf/pp

as Waverley West is fully built out

Existing facilities are aging and are not adequate to meet the needs of the City’s most rapidly growing community

The recreation infrastructure

deficit is equivalent to 3.5 traditional community centers in addition to required library, emergency

s

ervices and transit investmentsThis is impacting the delivery of services to many groups in the area:ChildrenSeniorsNew Canadians Efforts to advance this discussion with the City have not been effectiveNo accountabilityDelay and deflectionThis an urgent problem that requires actionThe community is taking steps to organize and move this initiative further

Lower overall construction costs through shared infrastructure and servicing investments

Take steps to establish a bold new vision for the delivery of recreation services that is current, relevant and in line with service expectations
