2018 Preconstruction Conference Outline of Today’s Discussion Summary of last year’s content New developments Exceptions in a round-about way Case examples Q & A
2018 Preconstruction Conference Summary of last year’s content Changes to design features requiring exceptions Revised controlling criteria in Road Design Manual New design exception template and content Comprehensive and robust Case examples Valid reasons for a design exception
2018 Preconstruction Conference New developments Change to Route Segment Plan Map Summary of project types and required exceptions Matrix in Guidelines for Nomination and Development of Pavement Projects New Short Form for Design Exceptions Can be stand alone or embedded in PFR/SOW report
2018 Preconstruction Conference Route Segment Plan Map Reflects route system changes Matches Green Book lane and shoulder widths – NH Rural and Secondary criteria uniform Design year traffic volumes determine shoulder width Update every 5 years Starting point for determining shoulder widths

Have you used the new Design Exception report template? Yes No
If you have, what do you think of it? Contains the appropriate amount of information Needs more guidance on what should be included in each section Needs to be longer – I like writing a lot #$@&!

2018 Preconstruction Conference Design Exception Work Type
What do you use as a reference to determine if a design exception is required? Co-worker Checker Boss The Dynamic Duo (Ryan or Lesly)Road Design ManualGuidelines for Nomination and Development of Pavement ProjectsA dartboard All of the above
2018 Preconstruction Conference Roundabouts
Is a design exception required for the horizontal curves within the splitter islands of a roundabout? Yes No
What requires a design exception for landscaping features within the center island of a roundabout? All vegetation Any non-traversable slope Any non-breakaway object greater than 4” tall Any feature not included in MDT’s standard roundabout landscaping planB and CAll of the above
If guardrail is installed for some other reason (i.e. bridge approach rail or for a large culvert end), do I need a design exception to steepen slopes behind this guardrail that’s going in anyway? Yes No
There is a utility pole at the end of the project within the clear zone. Relocation would require moving several poles. Is a design exception needed to leave the pole in place? Yes No It depends on the cost to relocate the necessary poles
Right-of-Way negotiations resulted in a short section of steepened slopes. Is a design exception needed if guardrail is added at this location to protect the slope? Yes No Only if the steepened slope is greater than 100’ in length
Is a design exception needed for leaving non-compliant rail in place on a major rehab project on a primary route in September of an even year? Yes No Depends on the phase of the moon
How do you decide if a design exception is needed for a minor rehabilitation project? Ask Lesly Refer to Guidelines for Nomination and Development of Pavement Projects Punt
Is it appropriate to use the posted speed as a justification for horizontal curvature design exceptions? Yes No Kind of? Transportation Commission decision
Bridge approach guardrail is proposed on a project. The standard slope given the fill height is a 4:1. In order to transition to the bridge end riprap that built to a 2:1, adjacent slopes are steepened to 2:1. Is a design exception required for the 2:1 fill slope transition? Yes No It depends I don’t like the question
According to MDT Standard Specifications, how far out does Clearing & Grubbing extend? To the R/W limits To the construction limits
Did you learn anything today? Yes No ZZZZZ……..
