Ruth Hudson NOMS Greater Manchester Devolution Lead Devolution deal Offender Management Elements For the first time Greater Manchester will take on a greater role in the commissioning of offender management services alongside the National Offender Management Service NOMS to allow more local flexibility innovation and better coordination with other local services including healthcare and accommodation This will include giving Greater Manchester greater influence over probation and the Manchester division of the Community Rehabilitation Company CRC To facilitate this a Memorandum of Understanding will be in place from 1 April 2016 to support the process for collaborative working and set out the areas for further detailed work leading to full implementation in April 2017ie of cocommissioning services.
