1 Secure Borders for Development Briefing to the Portfolio Committee on Public Works and Infrastructure on the One-Stop Border Posts Bill and Redevelopment of six Ports of Entry Project Commissioner of the Border Management Authority Dr Michael Masiapato, PhD 2 JULY 2025 Purpose Slide 2 of 14 Secure Borders for Development The purpose of the presentation is to apprise members of the Portfolio Committee on Public Works and Infrastructure on the redevelopment and redesign of the top six land commercial Ports of Entry and the subsequent implementation of the One-Stop Border Post (OSBP) concept Outline Secure Borders for Development Contextual Background: BMA Legislative Mandate Rationale for port redevelopment and redesign Update on PPP process and appointment of Private Parties Project Stakeholders Implementation of the One-Stop Border Post Concept: Purpose of OSBPs OSBP Models Update on the legislative process Recommendations Slide 3 of 14 Contextual Background: BMA Legislative Mandate Rationale for port redevelopment and redesign Update on PPP process and appointment of Private Parties Project Stakeholders Secure Borders for Development 4 Slide 4 of 14 Since 2009 – discussions ensured for 15 years, BMA act enacted in 2020: Section 5 indicates that: (a) Facilitate and manage the legitimate movement of persons (Immigration, Health) within the border law enforcement area and at ports of entry; (b) Facilitate and manage the legitimate movement of goods (Agriculture, Environmental) within the border law enforcement area and at ports of entry; Co-operate and co-ordinate its border law enforcement functions with SAPS, SARS & SANDF, border communities or any other persons. Section 4 (2) emphasizes that border law enforcement functions shall be exclusively performed by the officers of the BMA, BMA is a frontline law enforcement authority, while the Principal Organs of State retain their policy and legislation making mandates, BMA Legislative Mandate Secure Borders for Development Slide 5 of 14 Rationale for Port Redevelopment and Redesign Secure Borders for Development Historically, South African land Ports of Entry were not designed and built to facilitate the movement of large volumes of people and goods resulting in great inefficiencies at the country’s Ports of Entry. Land ports are particularly congested and stifling trade within the SADC region and as a measure to address overburdened Ports of Entry, the Department of Home Affairs (DHA) and the Border Management Authority (BMA) have identified the following land Ports of Entry for redevelopment: Beitbridge (bordering with Zimbabwe) Lebombo (bordering with Mozambique) Oshoek
