slide4. 1. INTRODUCTION 3 Eastern Cape has diverse cultural, customary and traditional practices, one custom that transcends almost all cultures is the customary male initiation practise. Customary Male Initiation practice has been marred by controversy and beset by a plethora of challenges ranging from deaths and injuries of initiates. The Eastern Cape Customary Male Initiation Practice Act No 5 of 2016 and Customary Initiation Act No 2 of 2021 which came into effect on the 4th of September 2022 make provisions for appropriate interventions intended to mitigate the aforementioned challenges. Throughout all initiation previous season, plans have been implanted and intervention pursued but the challenges remained.
To pave the way for the 2022 initiation season, a plan was developed in consultation with stakeholders involved in the initiation program.
The content of the plan reflected on the commitments made by most Municipalities, Sector Departments and NGO’s towards supporting the initiation program.<br>

INTRODUCTION CONT…. 3 Through the interaction between the PITT and the Provincial Initiation Coordinating Committee (PICC) and noting the need to accommodate the would be initiates who out of school and ready to undergo the custom the date for the opening of the season was agreed upon to be on 4 November 2022, the decision was inline with the provisions of Section 27 (1) of the Customary Initiation Act No. 2 of 2021.
The screening centres for prospective initiates were opened on 24 November 2022. This was to enable the boys to commence with the process of pre-screening before embarking on initiation process.<br>
slide6. 2. ADVOCACY AND COMMUNICATION PRECEDING 2022 SUMMER INITIATION SEASON 3 Advocacy campaigns
The District initiation fora conducted awareness campaigns in their areas of jurisdiction.
The areas of focus were schools and traditional council iimbizo.
The messages during the campaigns were focusing on promotion of health standards during the initiation period, pre-screening before under going initiation, the role of parents and the right age. Key to the messages was the drinking of water as most causes of deaths were related to dehydration.
The Eastern Cape House of Traditional and Khoi-San Leaders also procured airtime in both SABC Umhlobo Wenene and community radio stations where messages on the above factors are played on the radio before the start and during season with sole purpose of keeping members of the society aware of the expected behaviour when it comes to initiation.<br>

The Chairperson Nkosi Gwadiso in his interviews made a call to the Traditional Leaders play a significant role as custodians of tradition, culture and custom to monitor customary male initiation in their constituencies<br>

slide20. 7. RESOURCE ALLOCATION, DEPT OF COOPERATIVE GOVERNANCE & TRAD. AFFAIRS 20 12 Vehicles from traditional affairs regional offices were allocated to the following district initiation fora: Alfred Nzo, Amatole, Chris Hani, Joe Gqabi and OR Tambo to monitor customary male initiation activities.
The House deployed 19 male members of the House for 5 days to join local initiation fora in conducting monitoring during the season.
7 male officials supported the male traditional leaders for a period of five (5) days, the officials beefed up the mobility of monitoring teams during the season as there was a challenge with transport.
To ease communication amongst the monitoring teams the House provided members of the local initiation fora with airtime to the value of R 4 000.<br>

Right to Care 21 Prior to the start of the season Right to Care facilitated a total of 13 trainings for traditional surgeons and nurses for each local municipality, as the season commenced focus was on supporting pre-screening with 12 clinicians of prospective initiates in high volume facilities to assist Dept of Health staff.
15 School awareness campaigns were convened prior the winter initiation season with an attendance of 4850 boys in high schools,

DEPARTMENT OF EDUCATION INTERVENTIONS 35 The Department of Education is participating in the customary male initiation programme and strongly collaborate with all relevant stakeholders including sister departments like Dept of health, DSD, COGTA, JUSTICE ,SAPS, municipalities(Local, District and Metros).
The Department get into the picture through contracted Keeping Boys in School Monitors(KBSIM) programme,who happened to polish boys prior initiation and post initiation and working closely with legal Traditional Nurses, Doctors, NGOs District Initiation Forums etc to reduce high initiation deaths.<br>

The Department has embarked on a programme called Amakrwala Camps that deals with boys prior and post initiation , the following camps were convened in preparation for the simmer season : Fish River Camp, Nelson Mandela Bay focusing on boys prior undergoing initiation.
The Department is proposing a camp for all boys that are from initiation school in the summer and winter seasons in order to make them ambassadors in their respective institutions for proper discipline and respect.
Ngutura Admin Area is the proposed venue for the whole Province, Department is in touch with the local municipality working cooperatively with Chief Jongisilo ka Menziwa , the proposed dates for the event will be announced after all final logistics are through
The other Camp will be held at Mbashe Local Municipality where we will concentrate on boys before they go for initiation under Prince Xhanti Sigcau before June 2023

DSRAC is busy putting together a plan that will put across its involvement in matters of initiation.
As a department that is charged with driving Social Cohesion and Nation Building Program in the province ulwaluko viewed as one of the key programs in advancing nation building.

To be part of the visits to areas where initiates are kept.
Translation of information brochures to the language spoken by initiates.<br>

slide42. 16. CONCLUSION 42 The province of the Eastern Cape enrolled 51601 boys for the 2022 summer initiation season, in that 23 initiates lost their lives. This was figure was higher than the pervious winter season where 10794 boys underwent initiation and 11initates lost their lives.
Out of 23 initiates who passed on, OR Tambo district Municipality recorded the highest number with 11 initiates who passed on.
There is still a need for more advocacy for safe customary male initiation as there are still some cases of illegal initiation, advocacy also needs to focus on the impact of drug abuse as it has been discovered that some of the challenges taking place in the initiation schools are related to the abuse even prior the initiates undergo initiation..
The support provided by NGOs is acknowledged as they provide the much-needed resources to support the initiation programme.
COGTA should support the Initiation Program by allocating budget to it as this program, which is our pride and heritage, is the responsibility of this Department.<br>
