July 3 – The Wisconsin Legislature enacted 2025 Wisconsin Act 15 as part of the biennial budget.
Act 15 introduced several legislative mandates requiring new or revised Regent, System, and institutional policies for compliance. Deadline for compliance is Sept. 1, 2026.
Existing working groups on transfer, credit mobility, and associate degree standards pivoted to address Act 15’s curricular components, including transfer and general education.
September 24 – UW System Administration released a draft Regent Policy Document (RPD) 4-X: Core General Education Requirements (CGER).
Defines six broad CGER categories (10–12 courses, 30–36 credits) establishing foundational knowledge and skills.
Outlines how CGER courses transfer and apply across UW universities.
September 25 – UW System issued additional guidance on minimum and maximum course and credit values for each CGER category.
Universities began assessing implications for current and incoming students, curriculum planning, and staffing for AY 2026-27
USP Committee and APC meet- both discuss draft Regent Policy Document (RPD) 4-X: Core General Education Requirements (CGER).
Universities begin submitting feedback to UW SA and the working groups.
October 20 – UW System issued updated framework with 3 changes based on feedback.<br>

CGER as extension of in-process general education reimagining; follow same path as before with models & broad vetting ultimately moving through governance (Senate USP Committee and Faculty Senate) like Phases 1 & 2
Review of policy and framework
Analysis of current (AY 25-26) USP framework - areas of alignment and misalignment.
Oct. 9 – USP Committee and APC meet and discussion alignment
Oct. 10 – Updates start to emerge regarding potential changes- additional design constraints and/or changes to the initial course and credit values for each CGER category.
USP Leadership team pauses further reporting out.
Oct. 10 - Oct. 17 – Identify new and/or different alignment and misalignment issues.
Oct. 17 – USP Director, APC and USP Committee Chairs (conveniently the same person), AVC Curriculum, and ES faculty representatives meet to share information related to ES requirement and changes to SYS policy. CGER Process-to-date at UWO<br>
