Annexure 1 KwaZulu-Natal Medium Term Strategic Framework (MTSF 2020-21) Implementation Plan Office of the Premier Executive Council Lekgotla 25 February 2020 1 OUTLINE Let’s grow KwaZulu-Natal together Purpose Context Summary of Alignment : Manifesto, MTSF and Provincial Priorities MTSF Areas of Emphasis 2020-21 Provincial MTSF Implementation Plan linked to Areas of Emphasis for 2020/21 Resolutions 2 PURPOSE Let’s grow KwaZulu-Natal together To present a high level overview of the Provincial Medium Term Strategic Framework ( MTSF 2020/21) Implementation Plan, aligned to the National and Provincial Priorities, with clear Areas of Emphasis for 2020/21. 3 CONTEXT Key Challenges facing KwaZulu-Natal Province Despite the progress that has been made towards achieving the 2030 vision; the Province is still confronted by the persistent challenges such as: unemployment which is disproportionately felt by the youth, women, people with disabilities and people or communities in rural areas with low levels of economic growth High levels of poverty and inequality High burden of diseases HIV and AIDS, TB and increasing non communicable diseases The skills which are not matched with job market. Universal access to primary and secondary education has been achieved but universal access to quality education has not been achieved and the worst affected is a black child with high levels of drop outs. service delivery particularly water, exacerbated by drought. The effects of Climate Change are being felt by the Province, experiencing the worst drought and floods. Provision of basic services – electricity, sanitation, infrastructure development especially declining infrastructure which require maintenance at high cost against a decline in provincial budget allocation. Let’s grow KwaZulu-Natal together 4 CONTEXT… Strategic infrastructure The declining investment in infrastructure development and maintenance affects the economy and job creation. Road to rail ratio, in particular on the N3 Corridor remains a serious cause for concern with high volume of trucks on the road. Port congestion. ICT connectivity and speed are still very poor and expensive, stifling participation in 4th Industrial Revolution opportunities. Let’s grow KwaZulu-Natal together 5 CONTEXT… Environmental sustainability Delays in concluding environmental impact assessments and monitoring compliance with environmental standards has a negative impact on the pace and sustainability of development. There is slow progress in improving waste management services and exploiting recycling opportunities. The slow progress with renewable energy projects and the persistent reliance on old technology - fossil fuels energy generation is contributing to negative carbon footprint.
