BRIEFING ON TO THE PORTFOLIO COMMITTEE ON WASTE BUREAU Supply Chain Management 19 February 2019 1 SUPPLY CHAIN MANAGEMENT PROCESS TABLE OF CONTENTS Submission of Procurement Plan and Approvals Process followed on the appointment of service providers for collection, transportation and storage facility for Waste tyres Terms of Reference for Micro Collectors, Transportation, Storage Facilities Advertisement and receiving of bids Evaluations for Micro Collectors, Transportation, Storage Facilities Adjudication of bids Bids received, disqualified, approved and contract period 2 Business unit submitted the inputs to SCM in line with the strategic planning of DEA Inputs consolidated into the procurement plan template and approved by Accounting Officer Approved Procurement plan was submitted to National Treasury on 31 March 2018 Outsourcing of the projects was approved by Accounting Officer as per the Financial Delegations. COO approved the Bid Specification (BSC) and Bid Evaluation Committees (BEC) which comprised of at least three (3 technical officials) + 1 SCM official. Terms of Reference as developed by the committees were approved by the COO. SUBMISSION OF PROCUREMENT PLAN AND APPROVALS 3 All bids had 3 components: Mandatory requirements Functionality requirements: Technical & site visit Pricing & BBBEE Compliance matters (tax compliance, SBD’s, due diligence in terms of treasury controls and declarations) Evaluation criteria Values: 0=Non-compliance, 1=Poor, 2= Fair, 3=Average, 4=Good, 5=Excellent TOR REQUIREMENTS 4 MICRO COLLECTORS TERMS OF REFERENCE (MANDATORY REQUIREMENTS) 5 MICRO COLLECTORS TERMS OF REFERENCE (TECHNICAL/FUNCTIONALITY REQUIREMENTS) 6 MICRO COLLECTORS TERMS OF REFERENCE (TECHNICAL/FUNCTIONALITY REQUIREMENTS) cont… 7 TRANSPORTATION TERMS OF REFERENCE (MANDATORY REQUIREMENTS) 8 TRANSPORTATION TERMS OF REFERENCE (TECHNICAL/FUNCTIONALITY REQUIREMENTS) 9 Bid proposals were not evaluated on price because the rates are pre-determined by the Waste Bureau on a per kilometre rate Different rates applied for Primary Transporters and Secondary Transporters Price Consideration for Transportation Services 10 STORAGE FACILITIES TERMS OF REFERENCE (MANDATORY REQUIREMENTS) 11 STORAGE FACILITIES TERMS OF REFERENCE (TECHNICAL/FUNTIONALITY REQUIREMENTS) 12 Accepted price proposals were benchmarked against South African Property Owners Association (SAPOA) rates as per the Departmental Adjudication Committee recommendation SAPOA rates are used by the Department of Public Works to determine the market relatedness of sites/properties Price Consideration for the Temporary Storage of Waste Tyres 13 ADVERTISEMENT AND RECEIVING OF BIDS Bids were advertised for a period of 21 days as follows: Micro collectors advertised on 15 June 2018 and close on 06 July 2018 Transportation advertised on 20 July 2018 and close on 03 August 2018 Storage Facilities advertised
