BRIEFING TO THE PORTFOLIO COMMITTEE ON INTERNATIONAL RELATIONS ON THE OUTCOMES OF THE G20 NEW DELHI LEADERS’ SUMMIT HELD 9-10 SEPTEMBER 2023 Purpose To brief the Portfolio Committee on International Relations and Cooperation on : The outcomes of South Africa’s participation in the G20 Summit held on 9 and 10 September 2023 in India, The acceptance of the African Union and, the recommitment to the SDGs to shape the world we want. 2 Introduction 3 President Ramaphosa participated in the G20 Leaders’ Summit and was supported by the Minister of International Relations. The President made an intervention on Session 1 titled: “One Earth.” Minister Pandor made an intervention on behalf of the President for Session 2 titled: “One Family.” Introduction 4 The G20 was established in 1999 in response to several world economic crises, to increase multilateral cooperation for the recovery of the global economy. Of late, its agenda has expanded beyond economic and financial issues and now encompasses issues of peace and security, global governance, international terrorism, the environment, refugees, and other geo-political and foreign policy related matters. KEY OUTCOMES OF THE G20 NEW DELHI SUMMIT LEADERS DECLARATION 5 The Outcomes of the G20 New Delhi Summit Leaders’ Declaration emanated from months of difficult negotiations in the Sherpa Meetings; Sherpa Track working groups, and Finance Track working groups of the G20. Under the Indian Presidency, all the held Working Groups Ministerial meetings failed to reach consensus, meaning that Joint Communiques were not issued as a result of divergent views on geopolitics. KEY OUTCOMES OF THE G20 NEW DELHI SUMMIT LEADERS DECLARATION 6 Geopolitics: Russia - Ukraine conflict: Reference to the war in Ukraine was a major challenge during the negotiations. To strengthen its negotiating power, the Indian Presidency formed a Troika consisting of India, Brazil and South Africa. Accelerate the full and effective implementation of the 2030 Agenda for Sustainable Development: The G20 leaders committed to working together to accelerate the implementation of the 2030 Agenda for Sustainable Development. Improve access to medical countermeasures and facilitate more supplies and production capacities in developing countries to prepare better for future health emergencies: Through the Declaration the Leaders pledged to support the ongoing process of the Intergovernmental Negotiations Body (INB) for a legally binding instrument on Pandemic Prevention, Preparedness and Response. KEY OUTCOMES OF THE G20 NEW DELHI SUMMIT LEADERS DECLARATION 7 Accelerate efforts and enhance resources towards achieving the Paris
