DFID support to UHC through the Strategic Health and Nutrition Partnership Development Partners Forum on UHC 23rd April 2014 Structure of the presentation Quick recap on road to UHC How DFID I is engaged Questions /issues for discussion on UHC Road to UHC The planning commission constituted a High Level Expert Group (HLEG) on UHC for India. HLEG provided a blueprint for introducing a National Health Package that would entitle all citizens to primary, secondary and tertiary care that is paid for by the state The 12th Plan commits to UHC: ‘Ensuring equitable access for all Indian citizens in any part of the country, regardless of income level, social status, gender, caste or religion, to affordable, accountable and appropriate, assured quality health services (promotive, preventive, curative and rehabilitative) as well as services addressing wider determinants of health delivered to individuals and populations, with the Government being the guarantor and enabler, although not necessarily the only provider of health and related services.’ But the moves towards UHC have been cautious: no clear operational framework from the centre or an engaged embrace by the states. Economic slowdown dampened the zeal of policymakers for ushering in programmes to implement UHC with the required scope and scale Rolling out UHC: National Health Mission: ‘Universal access to equitable, affordable and quality health care, which is accountable and responsive to the people’. Measuring UHC: at least 80% of all people (including 80% of the poorest 40%) are able to access without any financial hardship at least the 20 services that they most frequently need: approx 70% of resources for primary care and public heath (HLEG) UHC pilots to be rolled out: up to 3 districts per state (representative sample of the state with robust existing system to allow testing and measurement of the service package and other institutions) MOHFW tasked NHSRC to coordinate technical inputs, guidelines issued (end 2013) and NHM to provide the budgets; PHFI knowledge partner and WHO technical partner DFID Health portfolio: in transition Policy strategy and technical dialogue with national level organisations, partnerships with UK institutions State level programmes to strengthen health, nutrition and WASH Strategic partnership on health and nutrition Global portfolio: Access to meds Health technology Health financing Health research Bihar Odisha Madhya Pradesh Private sector Innovations Health Markets Normative framework Capacity development Evidence of promising approaches Incubation of promising Indian experience UK India Health partnership UK India workshop in
