DSAC BRIEFINGS TO THE PORTFOLIO COMMITTEE ON SPORT, ARTS AND CULTURE Agreement between the Government of the Republic of South Africa and the Government of the Federal Republic of Nigeria on Audio-Visual Co-production; Presented by: Acting Director-General Agreement Between the Government of the Republic of South Africa and the Government of the Federal Republic of Nigeria on Audio-Visual Co-production TITLE OF THE AGREEMENTS Date of Signing: Signed 01 December 2021 Place of Signature: Abuja, Nigeria Entry into Force: Upon ratification by the two countries DATE OF SIGNING, ENTRY INTO FORCE & PLACE OF SIGNATURE VALIDITY PERIOD & DATE OF TERMINATION DIPLOMATIC RELATIONS BETWEEN SOUTH AFRICA AND NIGERIA The formal diplomatic relations between South Africa and Nigeria are conducted through a Bi-National Commission (BNC) which was established in 1999. It is within the ambit of the BNC that South Africa signed an Agreement of Cooperation in the area of Arts and Culture in 2001. One of the highlights of the Cultural Agreement is the 2009 Celebrations of the BNC that were led by the Department together with its counterparts from Nigeria and was presided over the then Deputy President of Nigeria, Mr Goodluck Jonathan in 2009 in Nigeria. Previous projects with Nigeria also include the participation in the Carnivals of both Countries and quite recently, the Department’s annual participation in the Lagos Fashion Week. BACKGROUND The Government of the Republic of South Africa and the Government of the Federal Republic of Nigeria through the Department of Sport, Arts and Culture has been engaging with its counterpart in the Federal Republic of Nigeria on issues relating to the implementation of the Agreement of Cooperation in the area of Arts and Culture signed in 2001. These engagements have led to the signing of a specific Agreement on the Co-Production of Audio-Visual Material BACKGROUND CONT. The purpose of these Agreement is to consolidate, broaden and strengthen the friendly ties and reciprocal understanding between the two countries by: Working towards co-producing films, documentaries and other related audio-visual material; Above all, the Agreements will serve as the legal framework to enable both Countries to celebrate, exchange knowledge and skills in the broader areas of arts and culture and to tell their own stories. AREAS OF COOPERATION The parties undertake to cooperate and participate in the Co-production of Audiovisual Materials; The Office of the Chief State Law Advisor (International Law) has classified this International Agreement as those
