EXTENDED SCM FORUM 08 AUGUST 2017 CAPACITY BUILDING CONTENTS Introduction and background Identification of Training Needs Submission of Assignments Challenges Way Forward 2 BACKGROUND The Supply Chain Management (SCM) Office within Provincial Treasury is responsible for co-ordinating and facilitation of SCM related trainings within the Province. As part of 2017/18 APP, R1,5m budget was allocated to give effect to this mandate. Provincial Departments were requested to identify the training needs nominate officials to attend trainings . These trainings are delivered on quarterly basis by accredited service providers. These trainings are offered at NQF Level 5. 3 IDENTIFICATION OF TRAINING NEEDS 4 SUBMISSION OF ASSIGNMENTS Bid Committees: 79 Attended, 51 submitted and were competent, 29 did not submit assignments IPDM: 24 attended,18 submitted and passed, 5 did not submit assignment and 1 failed Demand management : Report is not accurate Acquisition Management: No Certificates yet (Assignments have not been submitted yet) 5 CHALLENGES ENCOUNTERED Lack of communication by Head Office to District Level Confirmation of attendance Completion of the course Non submission of assignments 6 WAY FORWARD Departments will be responsible for payments of those that have confirmed but did not attend the trainings and those that did not submit assignments Provincial Treasury will arrange trainings for Provincial Departments for next financial year The plan is to provide the departments with the schedule of trainings 7 COMMENTS/QUESTIONS 8
