FIRST QUARTERLY REPORT ON THE PERFORMANCE OF THE DEPARTMENT IN MEETING ITS PREDETERMINED OBJECTIVES FOR 2023/24 Portfolio Committee on Basic Education 2023 1 PRESENTATION OUTLINE PART A Performance Indicators and Targets PART B: Financial Report: First Quarter Expenditure 2 PURPOSE To report on the First Quarter Outputs of the Department against the planned targets of the pre-determined objectives in the Annual Performance Plan for financial year 2023/24. To report on the Department’s expenditure for the First Quarter of the financial year 2023/24. 3 MAJOR HIGHLIGHTS Minister of Basic Education Mrs AM Motshekga, MP, presented the Budget Vote 16 for the 2023/24 Financial Year in Parliament, Cape Town, on 18 May 2023. Deputy Minister of Basic Education, Dr Reginah Mhaule, MP, and South African Council for Educators (SACE) officials attended the Africa Federation of Teaching Regulatory Authorities (AFTRA) 10th International Conference and 12th Roundtable in Windhoek, Namibia on 9-12 May 2023. Monitoring of Learner Support Programmes: Winter camps monitoring visits in GP, NW, NC and FS Provinces and five (5) Centres in GP and 11 Centres in MP for Saturday Classes. The Presidential Youth Employment Initiative (PYEI), under the banner of the Basic Education Employment Initiative (BEEI), is currently in Phase IV and concluded end of September 2023. By end of Q1, the sector has successfully managed to employ 235,939 youth in public schools. The PYEI-BEEI assists the sector in curbing unemployment amongst youth whilst addressing identified learning losses. The Annual ABC Motsepe South African School Choral Eisteddfod (SASCE) was held at the Rhema Bible Church in Randburg from 27-30 June 2023. It is the country’s biggest choral music competition, involving more than 7 000 learners across provinces. 4 PROGRAMMES OF THE DEPARTMENT OF BASIC EDUCATION (DBE) The ANNUAL PERFORMANCE PLAN (APP) summarises the priorities of the DBE as aligned to the 2019-24 Medium Term Strategic Framework and the Action Plan to 2024: Towards the Realisation of Schooling 2030. The activities of the DBE have been structured into five (5) programmes as elaborated in the Annual Performance Plan: PROGRAMME 1: ADMINISTRATION PROGRAMME 2: CURRICULUM POLICY, SUPPORT AND MONITORING PROGRAMME 3: TEACHERS, EDUCATION HUMAN RESOURCES AND INSTITUTIONAL DEVELOPMENT PROGRAMME 4: PLANNING, INFORMATION AND ASSESSMENT PROGRAMME 5: EDUCATIONAL ENRICHMENT SERVICES 5 PART A Performance Indicators and Targets 6 7 2023/24 Q1 STATUS BAR FOR INDICATORS 7 All Annual indicators are WHITE unless fully achieved.
