Isolationism and Cooperation in NEA: the Pandemic As a Driver of Intraregional Partnership Artemy, Naoya, Mei & Radina Introduction New Cold War structure Comprehensive mega-regional trade agreements Global changes and trends in economy and politics Some isolationism and cooperation politics can be observed in NEA. The duality of this paradigms makes up the modern landscape of the region Economic trends from Isolationism perspective The region, as evidently proved empirically and theoretically, have a tendency of unification in the frame of trade blocs CPTPP background Unites some of the NEA countries and attracts more of them Creates standardized regulations for trade RCEP major impact Covers major economies of NEA (China, Japan, Republic of Korea) Intensifies the most important economic and trade processes in “Factory Asia” (+$428 bln ) China–United States trade war also moving NEA towards refocusing trade on the region itself >> Significant trend of “decoupling” from the extra-regional trade partners (especially the US and the EU) (Petri, Plummer, 2020) Economic trends from Isolationism perspective However, with all the given tendencies in regional isolationism in NEA, each state in particular does not seem to actually be cooperative with the neighbors China’s expansion on regional markets combined with a shift in regional supply chains Japanese continuing failure in inflating the economy, thus cautious approach in foreign trade and investment Korean ambitions in becoming a center of trade in NEA + All that combined with aggravating trade tensions among the 3 biggest economies mentioned, which makes trade and political relations more complicated Economic trends from Isolationism perspective The isolationism features are observed not only from the perspective of the NEA region to the global partners, but also between the countries itself >> Hence, the rapidly growing trade between the NEA countries is undoubtedly to create more wealth in the region, however, those comprehensive arrangements covering virtually all of the spheres of trade pose issues both for the development of relations between the states in Asia and its relations with global partners Security trends from Isolationism perspective Regional trends in terms of nuclear security prior to the pandemic Status quo: Cold peace retained by the U.S.-Russia relations Status quo in NEA: Protected by the nuclear umbrella Though China has been a threat to the regional security, the region still enjoyed the stability prior to the pandemic.
