“Knowledge is at the heart of safety” Preservation and transfer of nuclear knowledge The major threat to nuclear safety Prof. Yanko Yanev CEO NKMI/VINCC Knowledge is at the heart of Safety For all that use and work in the nuclear energy field my three safety culture requirements You have to know and understand what you are doing You have to know and understand what are the consiquences if you make mistakes or violate rules You have to be an honest and responsible person Main examples Three mile Island – March 1979 Wrong sensor and not understanding p/t dependance Chernobyl – April 1986 Bad design, Lack of reactor physics knowledge and violation of rules, safety culture Fukushima March 2011 Lost knowledge on reactor design and performance, full change of personel, safety culture ! Many countries have given high priority to licencing their NPPs to operate longer than the originally anticipated timeframe (e.g. 30 to 40 years). (As of end 2015, 76 out of 100 reactors in the US had been granted a licence renewal to operate up to 60 years) Nuclear Knowledge Loss and Generation change Life extension Experience Knowledge loss postponed Knowledge loss is a natural process as knowledge stays with and is used by people. Knowledge loss is a critical process in nuclear operations, Preventing knowledge loss means enhancing Safety and Security Knowledge transfer is a must! Nothing is for free only the cheese in the trap Knowledge loss or transfer ? Immediately review the situation and perform a knowledge loss review and analysis Install as soon as practically achievable a knowledge preservation and knowledge transfer program Identify knowledge resources available Develop a knowledge matrix for each safety important position Review current education and training programs Strengthen configuration management Use advance technology for knowledge preservation in operations and in maintenance Management challenges for current technology WWER 1000 Guarantee that in-depth knowledge transfer program is part of the development program for all players Project owner Nuclear regulator Universities and technical schools Society at large Secure resources and develop knowledge transfer plan Make sure that knowledge management is set as key management process from the begining Management challenges for the new AP-1000 technology Thank you N K M I y.yanev@nuclear-km.org
