Municipal Enforcement Orders Made Under The Emergency Management and Civil Protection Act Updated as at April 14, 2020 EMCPA Orders & Enforcement Emergency Declaration Prohibition of Events and Gatherings of More than 5 people Closure of Public Places Including Outdoor Recreational Facilities Closure of Public Lands for Recreational Camping and Fishing Including Marinas Closure of Non-Essential Workplaces Town of Goderich Services Certificates of Offence www.goderich.ca Emergency Declaration On March 17, 2020, the Province passed a Declaration of Emergency pursuant to s.7.0.1(3) of the Emergency Management and Civil Protection Act, R.S.O. 1990, c. E.9 (EMCPA) through O.Reg 50/20 On April 14, 2020, that Declaration was extended for a further 28 days, with a tentative end date of May 12, 2020 Various Orders subsequently issued by the Province, and highlighted in this document, are in full force and effect until May 12, 2020 unless otherwise amended www.goderich.ca Prohibition of Events and Gatherings of More than 5 people Public events and social gatherings of more than 5 people are prohibited. This Order applies even if the event or gathering is held at a private dwelling. www.goderich.ca Prohibition of Events and Gatherings of More than 5 people The prohibition pertains to all events including parades, religious services, rites and ceremonies, including weddings Exceptions: Gathering of members of a single household Funeral services may accommodate up to 10 people at one time www.goderich.ca Closure of Public Places Including Outdoor Recreational Facilities Effective March 30, 2020: No person shall enter or use an outdoor recreational amenity except for safety, law enforcement or similar purpose www.goderich.ca Closure of Public Places Including Outdoor Recreational Facilities “Outdoor Recreational Amenity” means: Beaches Playgrounds, play structures and equipment Sports fields Off-leash dog parks Skate park All portions of parks containing outdoor fitness areas Exception: Individuals are permitted to walk through or use portions of the park and recreational areas that do not contain an outdoor recreational amenity that are not otherwise closed Ex. Maitland Trail www.goderich.ca Closure of Public Lands for Recreational Camping and Fishing Recreational camping on public lands is prohibited for the duration of the declared emergency and includes occupying any public lands within the meaning of the Public Lands Act, including: public lands covered by water or ice or both for the purposes of outdoor recreational accommodation and includes occupying on the public lands any equipment used for the purpose of outdoor recreational accommodation such as a tent,
