Open Access California State University 0pen access primer Open Access "Open Access (OA) is the free, online availability of scholarly research outputs. OA deals primarily with access to peer-reviewed scholarly articles, for which authors receive no financial compensation. There are two primary means of achieving Open Access: Open Access Journals offer an alternative to traditional subscription-based journals by providing free access to the peer-reviewed articles they publish. Open Access Repositories collect, preserve, and provide free access to peer-reviewed articles and other types of research outputs. OA repositories may be discipline-based or institution-based." Article Processing Charge An article processing charge, also known as a publication fee, is a fee which is sometimes charged to authors to make a work available open access in either an open access journal or hybrid journal. This fee may be paid by the author, the author's institution, or their research funder. Transformative Agreement At its most fundamental, a contract is a transformative agreement if it seeks to shift the contracted payment from a library or group of libraries to a publisher away from subscription-based reading and towards open access publishing. Transformative agreements shift the cost from paying for a subscription to paying for publishing. Transformative agreements often require that copyright be retained by author (via a Creative Commons license) Purpose of Today’s mtg Open Access & Transformative Agreements are becoming the norm between database vendors & library systems/consortia. Some CSU campuses already have OA senate resolutions: San Jose 2010 Northridge 2013 Fullerton 2016 COLD 2016 Dominguez Hills 20018 ASCU 2019 CSUEB 2020 In Process Sacramento 2020 In Process CSU libraries, in the middle of this conversation, are looking for a shared understanding and pathway forward so that we can best support our faculty, give direction, and support & engage in the changing publication marketplace. For this reason, we look to come to an agreement with the CO on next steps and receive their support. Preliminary assumptions OA cannot be dictated nor should it be a top/down policy. OA is a faculty decision made by the lead author/researcher. In 2013, the White House Office of Science & Technology Policy mandated that federal agencies with Research & Development budgets of over $100M devise plans for providing access to research publications and data created as a result of grants. Any campus OA policy needs an opt-out process, even the “mandatory policies.” (not applicable for federal mandate) The CSU libraries
