Purpose To safeguard children and young people who are at risk of harm from going missing by ensuring appropriate services are made aware of an incident at the earliest possible opportunity Schools/colleges will know if a CYP has been missing from home and may therefore not have what they need for the day
Schools/colleges will be informed of external issues that may be having an impact on the CYP
Close partnership working and sharing of information
Not to be evidence gatherers or ask about the incident but simply be there for the CYP and provide support<br>

slide5. In 2022 Hertfordshire Police recorded
1,859
Missing Person Reports
for children and Young People (CYP)
aged between 4 – 17 years of age.
Hertfordshire Children Services are notified of every missing person report made to Hertfordshire Police involving a child.<br>
slide6. Some of the reasons given for going missing in 2022 Relationship concerns – 296 reports
Drugs/Alcohol concerns – 221 reports
Depression/Anxiety – 107 reports
Education – 210 reports
Exploitation concerns – 123 reports
Mental Health – 216 reports
Gang related – 106 reports
County lines – 132 reports<br>
slide7. Schools and Colleges to check Safeguarding mailbox's each week day for Operation Encompass notification emails
CYP reported missing at weekends will be notified to the school/college at the earliest opportunity at the beginning of each week
The notification will be password protected to ensure only Safeguarding leads can access the document
The notifications will be sent from a Police system called Compact
You will receive two emails for each notification. One email will contain the notification document, the second email will be the password to access the document
The password will be specific to the document – the user will be able to access the document multiple times with the same password.
Each notification will have a different password. Role of Schools and Colleges<br>
slide8. Inform Herts Police by calling 101 if the CYP arrives at school if they are still reported as MISSING
Inform relevant staff and put support in place for the child on their return
Ensure that Operation Encompass information is secured so that information remains confidential
If you believe that the child is at risk of immediate or significant harm then please make contact direct with Herts Children’s Services or the Police by calling 101 or 999 dependant on the immediacy of the risk Role of Schools and Colleges (Cont’d)<br>
slide9. Being able to contribute to the sharing of information about missing incidents with partner agencies
Monitor children when they return; monitor attendance
Contribute to a support package around the child and family (linking in with the local authority)
Where necessary making a referral to support services for the child
Help the child make sense of the way they are feeling and behaving
Help the child to develop coping strategies
Go at the child’s pace; follow their lead
Acknowledge what they’ve been through or what they are going through Schools and Colleges<br>
slide10. The impact of Op Encompass Missing notifications so far: First year data 26/04/21 – 25/04/2022:
Total number of notifications sent = 1220
Number of notifications sent whilst the child or young person was still recorded as missing = 161
Total number of children and young people involved in the notifications sent = 583
70% of the 583 children and young people only had one notification sent.<br>

Return Home Discussions- We listen and record the young persons account of the missing episode, capturing their voice throughout.
1:1 Intensive Support - We work with the young people offering them weekly sessions to help them understand the risks around missing.
Independent, confidential support- We are able to provide a safe space for the young person to discuss any issues.
Listen – We listen to the young person and their needs and respond accordingly.

Helpline 11600 -We offer free and confidential support, available to anyone affected by someone going missing.
Safecall service- We have a dedicated team to support professionals, parents/cares and young people around exploitation.
Counselling service- Our unique counselling service is for families and friends who are struggling to cope with a disappearance.
Family support service- we have a few dedicated specialists who deal specifically with those who are affected by someone going missing. Missing people charity<br>
