In his 2025 State of the Nation Address, the Honourable President reinforced the need for a professional public service built on integrity, competence, and accountability. The National Framework for Professionalisation (2022) and the Directive on Human Resources Management (2024) introduced merit-based, transparent, and efficient recruitment, eliminating malpractices. The DPSA is key to ensuring skills-driven, accountable hiring to build an agile and responsive public service—norms, standards, and reforms. This is not just policy reform—it is a national priority. A strong, ethical public service is essential for growth, social justice, and effective governance – a high-performing state that truly serves its people. PROFESSIONALISATION FRAMEWORK AND POLICY ALIGNMENT 4 Policy alignment: National Development Plan (NDP), Public Service Act, Public Service Regulations, the Public Service Amendment Bill, Public Administration Management Amendment Bill, government priorities, and insights from the Public Service Commission, National School of Government, the Public Protector, the Auditor General, and other pertinent reports. Principles: Meritocracy, competence, ethics, service delivery, and capable public sector. One of five key pillars: Recruitment and selection: Ensuring fair, transparent, and competency-based hiring. 5 KEY REFORMS: RECRUITMENT AND SELECTION PROCESS KEY REFORMS: RECRUITMENT AND SELECTION PROCESS 6 KEY REFORMS: RECRUITMENT AND SELECTION PROCESS 7 KEY REFORMS: RECRUITMENT AND SELECTION PROCESS 8 KEY REFORMS: PROGRESS 9 Transforming public service for better delivery. National Framework for Professionalisation: Approved in October 2022. Directive Volume 1: Approved on 16 February 2024, implemented from 1 April 2024. Ensures merit-based appointments, eliminating inefficiencies that hinder service delivery. Strengthens policy frameworks, ethical governance, and workforce integrity to improve public confidence. Eliminating barriers to efficient service delivery: Structural and procedural reforms remove inefficiencies and outdated practices. Bureaucratic red tape cut, allowing for faster, more effective government response. 5 Repealed directives and circulars were replaced with modern, streamlined policies. Impacting government to deliver results: 157 national and provincial departments empowered with clear, actionable reforms. Nationwide workshops ensures uniform implementation, accountability, and improved service standards.
