THIRD QUARTERLY REPORT ON THE PERFORMANCE OF THE DEPARTMENT IN MEETING ITS PREDETERMINED OBJECTIVES FOR 2024/25 Portfolio Committee on Basic Education 18 March 2025 1 PRESENTATION OUTLINE PART A Performance Indicators and Targets PART B: Audit Action Plan PART C: Financial Report: Third Quarter Expenditure PURPOSE To report on the Third Quarter Outputs of the Department against the planned targets of the pre-determined objectives in the Annual Performance Plan (APP) for the financial year 2024/25. To report progress on the Audit Action Plan To report on the Department’s expenditure for the Third Quarter of the financial year 2024/25. 2 MAJOR HIGHLIGHTS 2023 Trends In International Mathematics And Science Study released in December 2024: South Africa in Mathematics Grade 9, with a score of 397, outperformed Jordan (388), Palestine (383), Brazil (378), Morocco (378) and Côte d'Ivoire (263). In Grade 9 Science, South Africa scored 362, surpassing other African countries, Morocco's 327, and Côte d'Ivoire's 183. The Grade 9 Mathematics score increased from 389 in 2019 to 397 in 2023, reflecting an improvement in performance over the four years. SEACMEQ V Study Results released in December 2024: In both Reading Literacy and Mathematics, South African learners achieved scores above the 500-centre point. Reduction in the percentage of non-readers and innumerate learners. Teacher Competency: Improvement in teacher reading competencies. 3 MAJOR HIGHLIGHTS 4 A total of 724 156 and 155 948 full-time (FT) and part-time (PT) candidates, respectively, registered to write the November 2024 National Senior Certificate (NSC) examinations. This translates to 880 104 candidates who enrolled for the November 2024 NSC examinations. Since the beginning of the 7th Administration, the Minister, accompanied by the Deputy Minister have been going on a listening campaign to Provincial Education Departments (PED) and also sharing priorities of the 7th Administration. Visits began with meetings of the Minister, Premier (when available), MEC, and PED management, and ended the programme with visits to at least three schools. For the school visits provinces were requested to ensure that there is a special school and a school of specialisation / focus school. MAJOR HIGHLIGHTS 5 In the Third Quarter, the Minister and Deputy Minister visited the following provinces: Kwa-Zulu Natal on 3 October 2024 and the schools visited were Anton Lembede MST Academy, Seatides Combines School and Tongaat Special School. Gauteng on 4 October 2025 and the schools visited were Olimpia Park Special School, Encochotyini Primary School, and Katlehong
