Possible funding source for sanitation facilities
Provision of professional engineering design and construction services
Development of multi-agency funded sanitation projects; facilitation of interagency cooperation, assistance with grant applications, etc.
Repository for record drawings/as-built information<br>
slide8. Engineering Review Would be for work completed by other engineers/architects
Can review Preliminary Engineering Reports (PERs) for proposed improvements and design calculations, plans, and specs for specific facilities
Reviews provided at no cost to Tribe
GOAL: To ensure the facilities installed will serve the Tribe well for years to come – suitable technology, reasonable O&M requirements, etc.<br>
slide9. Possible Funding Source Bemidji Area received ~ $3.5 million of Housing funds the last several years (33 Tribes in Area)
Allocated based on funding requests
Have generally been able to meet needs
Tribes will be receiving letters in next couple weeks asking about needs for upcoming year
Homes being constructed through HUD ARRA Block Grants would be eligible
Funding requests for FY2022 due to District Engineers by September 1, 2021.<br>
slide10. Engineering Design & Construction Inspection For sanitation facilities construction only
Have 20 engineers in 3 states (MN, MI, and WI)
11 technicians who do surveying, drafting, soil testing, and construction inspection
Cost is generally 15% of estimated cost of proposed facilities
Contact us as soon as possible to find out if we can manage proposed project with existing workload<br>
slide11. Development of Multi-Agency Sanitation Projects Have a broad range of experience working with multiple funding agencies including HUD, USDA, EPA, BIA, ACOE, and USGS
Have completed cooperative projects with consulting firms (IHS designs sanitation facilities, consultant does other site work)
Have experience with individual facilities also (wells, individual water systems & septic systems)<br>
slide12. Repository for Documentation Our goal is to try and maintain updated drawings for all sanitation facilities installed on the Reservations
For projects not done by IHS, please require consultants to provide electronic copies of plans (AutoCad drawings) to IHS so we can incorporate into our database<br>
slide13. Tips for Working with IHS Get us involved early -- more involvement/consultation will lead to better results
We are a Federal agency so NEPA clearance is required – if you think you might want IHS assistance, incorporate our NEPA checklist into environmental review
With a few exceptions, almost everything I’ve said applies to other development projects the Tribes may be working on now or in the future<br>
