Types of Assistance Available for HUD Funded Projects

Review of plans, specs, design documentation for proposed sanitation facilitiesPossible funding source for sanitation facilities Provision of professional engineering design and construction services

Development of multi-agency funded sanitation projects; facilitation of interagency cooperation, assistance with grant applications, etc.Repository for record drawings/as-built information

Slide8

Engineering ReviewWould be for work completed by other engineers/architects

Can review Preliminary Engineering Reports (PERs) for proposed improvements and design calculations, plans, and specs for specific facilitiesReviews provided at no cost to TribeGOAL: To ensure the facilities installed will serve the Tribe well for years to come – suitable technology, reasonable O&M requirements, etc.

Slide9

Possible Funding SourceBemidji Area received ~ $3.5 million of Housing funds the last several years (33 Tribes in Area)

Allocated based on funding requestsHave generally been able to meet needsTribes will be receiving letters in next couple weeks asking about needs for upcoming yearHomes being constructed through HUD ARRA Block Grants would be eligibleFunding requests for FY2022 due to District Engineers by September 1, 2021.

Slide10

Engineering Design & Construction InspectionFor sanitation facilities construction

onlyHave 20 engineers in 3 states (MN, MI, and WI)11 technicians who do surveying, drafting, soil testing, and construction inspectionCost is generally 15% of estimated cost of proposed facilitiesContact us as soon as possible to find out if we can manage proposed project with existing workload

Slide11

Development of Multi-Agency Sanitation ProjectsHave a broad range of experience working with multiple funding agencies including HUD, USDA, EPA, BIA, ACOE, and USGS

Have completed cooperative projects with consulting firms (IHS designs sanitation facilities, consultant does other site work)Have experience with individual facilities also (wells, individual water systems & septic systems)

Slide12

Repository for DocumentationOur goal is to try and maintain updated drawings for all sanitation facilities installed on the ReservationsFor projects not done by IHS, please require consultants to provide electronic copies of plans (AutoCad drawings) to IHS so we can incorporate into our database

Slide13

Tips for Working with IHSGet us involved early -- more involvement/consultation will lead to better results

We are a Federal agency so NEPA clearance is required – if you think you might want IHS assistance, incorporate our NEPA checklist into environmental reviewWith a few exceptions, almost everything I’ve said applies to other development projects the Tribes may be working on now or in the future

Slide14

How to Get IHS InvolvedContact IHS engineer (information on Tribal contacts follows)Complete “Project Request” form if you want IHS to complete engineering/construction inspection

Ensure IHS NEPA checklist is incorporated in with environmental review
