The Voluntary Framework of Accountability The Voluntary Framework of Accountability, created by the American Association of Community Colleges (AACC), expands traditional measures of student success to include more students, a longer timeframe to observe outcomes, completion at any institution, and several metrics that predict long term student success. Data are reported annually by participating community colleges.<br>
