INTERNATIONAL PLANNED PARENTHOOD FEDERATION (IPPF) 1 TERMS OF REFERENCE Consultant: Technical Adviser, Youth Programming 1. Background Today the world is home to 1.8 billion young people under the age of 25. This is the largest generation of young people, ever, and they are a vastly diverse group of individuals. 42% of young people live in poverty. Their limited access to accurate information and opportunities makes them vulnerable to poor sexual and reproductive health. IPPF is a locally owned, globally connected civil society movement that provides health services and champions sexual and reproductive rights for all, especially the under-served. IPPF’s Member Associations deliver sexual and reproductive health services to millions of women and girls each year, and the Federation aims to provide technical leadership to the wider SRHR community based on global expertise. IPPF delivered 95.4 million sexual and reproductive health services to young people in 2018. This represents 43% of total service provision and illustrates IPPF’s continued commitment to the largest-ever generation of young people. IPPF continues to work to mainstream a youth-centred approach across IPPF’s programmes in order to champion the sexual and reproductive health and rights of young people and adolescents, particularly those from poor and vulnerable populations. As part of this work, IPPF implements the Get Up Speak Out (GUSO) project together with a Consortium composed of Rutgers, Simavi, Choice, dance4life and Aidsfonds. The aim of the GUSO project is to ensure meaningful youth participation, increase access to SRHR information and education, increase access to youth friendly SRHR services, and create an enabling environment in Ethiopia, Ghana, Indonesia, Kenya, Malawi, Pakistan, Uganda. 2. Responsibilities and Deliverables Purpose The purpose of this assignment is to provide technical and project management expertise to IPPF’s GUSO project in addition to providing specific technical expertise for critical activities undertaken by IPPF’s Technical Team aimed to champion young people’s sexual and reproductive health and rights (SRHR) across the Federation and externally. The objectives of the assignment are: 1. To ensure IPPF’s efficient and effective management of

To oversee GUSO project monitoring and evaluation, identify best practices and support staff at Central Office, Regional Offices, and Member Associations to learn from the project. 3. To provide technical support to programmes focused on comprehensive sexuality education (CSE), youth service delivery, and youth engagement. Key tasks 1. Provide technical support and guidance to Regional Offices and Member Associations for the GUSO project 2. Support effective in-country partnerships with other GUSO consortium members through liaising with Regional Offices, Member Associations and consortium partners at international and national level 3. Support the implementation of research aimed to assess the effectiveness of peer education INTERNATIONAL PLANNED PARENTHOOD FEDERATION (IPPF) 2 4. Review and compile the 2019 GUSO project annual programmatic and financial report 5. Ensure that Member Association, Regional Office and Central Office expenditure meets the donor requirements of the GUSO project 6. Ensure sub-grants of the GUSO project with the Member Associations are administered and managed 7. Provide support for National Programme Coordinators in Ghana and Pakistan 8. Support initiatives with a focus on quality improvement, youth centred health services, abortion services for young people, working in partnership and meaningful youth participation 9. Provide technical assistance on youth-friendly SRH services and quality, rights-based CSE in formal and non-formal settings to various teams across the Federation 10. Build and maintain positive relationships with members of IPPF staff, including the Senior Technical Advisor, Youth Programmes and the GUSO project Programme Officer. Deliverables: • TOR developed for research on the effectiveness of peer education • Member Association sub-grants amended for 2020 and administered • Member Association and Regional annual reports reviewed and feedback provided • Annual GUSO programmatic and financial report developed (with support from programme officer and financial advisor) • Brief(s) for GUSO Steering Committee meeting prepared • Action points from the Member Association annual meeting and GUSO St

eering Committee meeting monitored and followed-up • Additional outputs as indicated by the Senior Technical Advisor, Youth Programmes, including specific support to youth-centred IPPF programmes and initiatives • Weekly updates to Director, Institutional Delivery and to Senior Technical Advisor, Youth Programmes 3. Timeline The contractor will be required on a full-time basis. Commencement date: 18 November 2019 Anticipated Completion date: 31 January 2020 Factors that may affect completion date: Successful recruitment of the Programme Advisor, GUSO 4. Contractor Requirements • Degree in social sciences or equivalent standard of education • Developed application in youth-friendly SRH services and multi-country project co-ordination, monitoring and evaluation ideally in an international setting • Developed understanding of sexual and reproductive health and rights, particularly as they relate to young people. • Strong project management, monitoring and evaluation skills, including excellent time-management skills and ability to multi-task and meet tight deadlines • Excellent written communication skills with an ability to write to a variety of audiences INTERNATIONAL PLANNED PARENTHOOD FEDERATION (IPPF) 3 • Excellent interpersonal and communication skills – tactful and diplomatic, and able to communicate well with young people and youth organizations as well as build partnerships inside and outside the Federation • Good negotiating skills to work effectively with all partners. • Strong research and analytical skills • Good presentation skills and ability to turn technical SRHR content into engaging trainings and communications • Good budgeting and financial skills • Good IT skills – Word, Excel, PowerPoint • Fluency in English • Ability to work independently and as part of a team • Cultural sensitivity • Strong commitment to advance the sexual and reproductive health and rights of young people 5.
