The following plan is based on a three-phased approach with guidance from federal and state health and other experts. This plan and the phases will provide guidance to the Saint Paul Island Unified Command Team when lifting State or local government issued mandates and restrictions that were implemented to protect the health of the community so that Saint Paul Island residents can begin to get back to normal daily living all while continuing to protect our community members.

HIGH – STOP!
We are seeing a consistent or rapid increase in cases or if we think we are running out of capacity to care for people with COVID-19 (regardless of the trend in cases), we will need to reimplement protective measures and restrictions

Downward trajectory of documented cases within a 14-day period
Downward trend of COVID like symptoms reported within a 14-day period

Treating any patients without crisis care
Robust testing surveillance system that is well functioning and capable of promptly detecting any increase in incidenceSPHC is reacting robustly to all cases of COVID-19 and has surge capacity to react to an increase in incidenceSPHC has the capacity in all respects, including beds, staffing, and other services, to handle all cases and that can rapidly scale up to deal with a surge in cases, including readily available medivac flights for serious cases

Slide11social distancing Guidelines
Social distancing is a set of actions taken to stop or slow the spread of a highly contagious disease, in this case COVID-19
The goal of social distancing is to limit face-to-face contact to decrease the spread of illness among people in community settings
Current recommendation is to keep at least six (6) feet away from other people when going out in public
During Phase 1 of of reentry, 20 people are allowed to be in a group as long as they are social distancing
During Phase 2 of of reentry, 50 people are allowed to be in a group as long as they are social distancing
Some businesses, public and private organizations and government institutions facilities may not allow for the maximum number of people allowed in a space during Phases 1 and 2, therefore they should measure the space and calculate the maximum number for people allowed in the space and post a notice for customers or visiting public
