R EQUEST FOR EXPRESSIONS OF INTEREST CONSULTANCY SERVICES FOR PROVISION OF TRANSACTION ADVISORY SERVICES FOR THE DAR ES - SALAM ISAKA - KIGALI/ KEZA - MUSONGATI RAILWAY Financing Agreement reference: 2100155016966/ 7 & 2100150021393 Project ID N°: P - Z1 - D B0 - 060 The Governments of the United Republic of Tanzania, the Republic of Rwanda and the Republic of Burundi have a common project“ Dar es Salaam - Isak - Kigali/Keza - Musongati Railway” , the studies for which are reaching final stages . The three Governments have received financing from the African Development Fund (ADF) towards the cost of the preparatory works of the project and intend to apply part of the funds for the engagement of a multi - skilled Transaction Advisor. The services included under this assi gnment are:  Reviewing the available technical, financial and legal due diligence and completing improving these as deemed necessary to ensure a successful completion of the transactions;  Transaction structuring including Investment Options, analysis and evaluation;  Assi s t the three government to prepare for and implement the PPP procurement process including p repar ing all t ransaction documents , bidding d ocuments and marketing strategy ;  Assist the three Governments in the analysis of the project and in e valuating and finalizing a workable transaction arrangement that is offered to the concessionaires;  Providing investment risk management advisory;  Providing PPP agreement management support, particularly in the development phase and early years of the ope rations phase;  Assistance with procurement and negotiations assistance;  Capacity building during the engagement period. The Ministry of Infrastructure of the Republic of Rwand a, on behalf of the three governments, now invites eligible consultants to indicate their interest in providing Transaction Advisory Services. Interested consultants must provide information indicating that they are qualified to perform the services (broch ures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint - ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short - list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 Edition - revised July 2012], which is available on the Bank’s website at http://www.afdb.org . Interested consultants may obtain additional information in writing at the address below from 0800 to 1700 Hours (local time) during week days.
