4. Existing Energy Legislations 1. PUB Ordinance 1977 Cap 83 Will be amended by removing all electricity related provisions and restated them under Part V of this Energy Bill 2022.2. Petroleum Ordinance 1968 Will be repealed in its entirely and incorporated under Part IX of this Energy Bill 2022

5. Regulations on Energy Efficiency, Energy Conservation and Energy ManagementEnergy Act 2022Recently endorsed by Parliament in Dec 2022. Now at the final signatory phase.MEPSL regulationWith the assistance of NDC Hub, PCREEE is now supporting Kiribati in reviewing its existing MEPSL draft regulation.

Progress & Achievements for the Last 3 Years (on EE & EA Initiatives)Energy Efficiency Initiatives Quarterly EE competitionMISE in collaboration with PUB host a competition on reduction of energy consumption for office buildings The objective of this competition is to promote energy efficiency technology and to reduce energy consumption for office buildingsStarted since Jan 2019 (the activity is on-hold due to staff shortage) EPD provide sport kits to a winning ministry. Other EE activitiesMISE is now using LED lightings for all its buildingsMISE had assisted other government buildings to install EE appliances including LED lights MISE undertake energy audit at all government ministries followed by presentation on energy audit results and promotion of energy efficiency possible options to reduce electricity bill.

7. Awareness / Productivity & Similar InitiativesAwareness on Energy Efficiency to the public 50 program on radio EE presentation to government Ministries

8. Challenges & Opportunities Encountered1. Energy EfficiencyChallenges EE initiatives especially on MEPSL was idle when PALS project closed No funding secured for EE activitiesOpportunities Energy Act 2022MEPSL is the key components as stipulated under Part VIII of the act and currently prioritized by the Government of Kiribati to implement once the Act is signed.

9. Plans for 2023 - 2030Hands-on training on MEPSL operationalization (13th -15th March 2023)Finalization of MEPSL regulation. Awareness on MEPSL regulation and enforcement.
