Introduction The New Urban AgendaAdopted in Qutio, Ecuador at the Habitat III conference in October of 2016Collective Committment to build inclusive and accessible cities, for the future

Accessibility & Inclusion Accessibility: flexibility to accommodate each user’s needs and preferences – in any place, space, item or service whether physical or digital – (also easlily approached, reached, entered, exited, interacted with and understood) Inclusion : concept  that all persons should be   able  to use the same   facilities , take   part  in the same   activities , and  enjoy   the same   experiences ,  How do these two concepts relate to each other ?

Inclusion and the New Urban Agenda (NUA)The process in Quito was NOT inclusive in these waysMajor stakeholders were not engaged or invited to participateMembers states through Ministries of Foreign Affairs and Housing failed to mention disability in their reports leading up to H3 Government of Ecuador made public commitment to accessibility but failed to put in place audits of  venues , information , programmatic , and communication services .

The process in Quito WAS INCLUSIVE in these ways:Outome: 15 refrences to disabilityStand Alone ParagraphExplicit mention of Universal Design There was a concerted effort to include PWD in high-level panel and representationWhy are accessibility and inclusion important in the NUA?Current promotion of accessibility and inclusion as integral human rights by international law .

NUA contributions to international frameworksSustainabled Development Goal (SDG) #11 Convention on the Rights of Persons with Disabilities (CRPD)

Implementation of the NUAHow to implement the NUA in an inclusive manner Unique role of DIAUD networkThree basic questions:Which actors should be involved? What do each of them need to do? How does the international community support implementation ?
