Correctional/Alternate Housing FacilitiesStakeholder Meeting December 8, 2017

2Background Correctional/Alternate Housing Facilities in Houston Correctional Facility – A facility for the housing and rehabilitation or training of adults on parole, early or pre-release, or any other form of executive, judicial or administrative release from a penal institution Alternate Housing Facility – A residence owned by an individual, private legal entity, non-profit or faith based organization which is not owned by, operated by, established by or contracted with TDCJ where three or more unrelated parolees reside

3New Requirements Create an annual permit Distance Requirements – New facilities will be required to be 1,000 feet from schools (Public/private), public parks and other AHF subject to the ordinance Sex Offenders – A facility may not house more than one sex offender per location Certificate of Occupancy – A CO will be required if the facility houses three or more parolees Maximum Occupancy – Facility occupancy shall not exceed 75 persons Non-Transferrable – The permit is non-transferrable Existing locations – Facilities approved by TDCJ at the passage of the ordinance will be grandfathered for the distance requirements. Existing facilities will have 18 months to comply with the remaining sections of the ordinance
