Why we surplus our unwanted property

The West Virginia State Agency for Surplus Property is a unit under the Purchasing Division.  In operating the State and Federal Surplus Property Programs, this

state agency has assisted thousands of eligible organizations by offering good, usable property at a substantially-reduced price. Their philosophy is "why pay more for new when the surplus property will serve the same purpose for a lot less

Our Role

When a public agency no longer needs a commodity, the West Virginia Surplus Property Unit extends its usage by offering the property to its many eligible program participants

.The Division of Culture & History is required to surplus all usable property . This is why we insist that you move unwanted items to the Maintenance area instead of discarding them.Slide4

So What Do I Need to Do?

If you decide you no longer like the color of your chair, or someone mentions that your accessories don’t match your wallpaper – you first need to get permission to surplus the item.

Next, email Sheila Allen, and she will check to see if anyone in the agency is interested in the item.

An item that you no longer want could be just what someone else is searching for.

Your Next Step

If no one is interested in the item you wish to dispose of, it’s time to send it to the Maintenance Area. First, check to see if there is a tag number. Also look for serial number, make and model.Next, move the item to the Maintenance Area. If the item is too large for you to move alone, ask for help. Once the item has been moved, email Sheila and let her know that you have surplused an item.

Required information

The information that you are required to email to Sheila includes the type of item, tag number, serial number, make and model – as well as the condition of the item. The original acquisition cost and date, if available, should be included.It is important that you let Sheila know if the item is salvageable. If it isn’t, it cannot be sent to the Surplus Property Program.

Dear Sheila I have an HP laptop in excellent condition – tag S0000, serial 12345 - I sent it downstairs for surplus.

We bought it in 2010 for $1200.Slide7

Broken, non-salvageable items

If the item is NOT in good condition, it will be sent to a landfill. However, you cannot dispose of the item yourself. You are still required to move the item to the maintenance area and send an email to Sheila with the following information: type of item, tag number, serial number, make and model. They also want to know what’s wrong with the item.

serial 12345 - I sent it downstairs for surplus; I don’t know where it came from or what we paid for it!!Slide8

Camp Washington Carver, Chief Logan State Park, Grave Creek Mound Complex, WVIH and JenkinsAll sites follow the same protocol:

Request permission from supervisor to surplus item.Email Sheila:

sheila.d.allen@wv.gov and she will check to see if anyone in the agency is interested in the item. If no one wants the item, Email Sheila the

description, Tag Number, Serial Number and condition of item. The original acquisition cost and date, if available, should be included.

Once approved for surplus, we will determine how the item will be transported. Unfortunately, Surplus Property does not offer to pick up items at our sites. We will work together to make arrangements. Slide9

REMEMBER- these requirementsSurplus all items
