Eight Principles of Sustainment

Allow commanders to visualize and describe the sustainment concept.Help describe the considerations required to conduct (plan, prepare, execute, and assess) successful operations. These characteristics are not a checklist; they are guides to analyticalthinking and prudent planning.Essential to maintaining combat power, enabling strategic and operational reach and providing Army forces with endurance.Slide8

Sustainment Levels of WarSlide9

Strategic Level of Sustainment

Links the US economic base in CONUS to military operations in theaterThe Joint Staff, Department of Defense, State Department, and National Command Authority are primarily responsibleInvolves each service to include the Coast Guard and numerous non-DOD government agenciesMay involve the “National Will”Focuses on:

Mobilization, deployment, redeployment, and demobilization

Determining support requirements

Acquisition of resources

Pre-positioned stocks

Regional support agreements

Establishment of theater base(s)

Providing strategic mobility

Sealift and AirliftLOCs to theaterSPOD and APODsSlide10

10

Operational Level of SustainmentFocuses on: RSO&I (reception, staging, onward movement, and integration)Materiel management, movement control, and distribution managementAllocation and management and redeployment of units and SoldiersSustainment of theater stocks supporting the supply systemPlanning, coordinating, managing, and supervising Sustainment activitiesLOCs to tactical units Ground and Air

Links the strategic and tactical levels

Support personnel at this level coordinate support from the strategic level to meet the needs at the tactical level

Includes the support required to conduct campaigns, major operations, and other operations within the AOSlide11

Tactical Level of Sustainment

Includes all functions necessary to support the conduct of battles and engagementsProvides key Sustainment functions necessary to meet the commander’s intent and concept of operationsProvides the most immediate level of Sustainment “Where the rubber meets the road.”

Focuses on:

Supporting the commander’s intent and concept of operation to maximize his freedom of action

Providing the right support at the right time

Providing four key Sustainment functions:

Supply

Maintenance

Transportation

Health Service SupportSlide12

FM 3-0, Figure 3-1. Elements of Full Spectrum Operations

Planning Considerations for Full Spectrum Operations Offensive operations are defined as combat operations conducted to defeat and destroy enemy forces and seize terrain, resources, and

population centersDefensive operations defeat

an enemy attack, gain time, economize forces, and develop conditions favorable for offensive

or stability operations

Stability operations encompass various military missions, tasks, and activities conducted outside the U.S. in coordination with other instruments of national power to maintain or reestablish a safe and secure environment, provide essential governmental services, emergency infrastructure reconstruction, andhumanitarian relief

Civil Support involves providing for the safety of the host nation and its population, including protection from internal and external threatsSlide13

Basing

Intermediate staging base: A tailorable, temporary location used for staging forces, sustainment and/or extraction into and out of an operational area.Lodgment: A designated area in a hostile or potentially hostile territory that, when seized and held, makes the continuous landing of troops and materiel possible and

provides maneuver space for subsequent operations.Forward operating base: An area used to support tactical operations without establishing full support facilities.

A

base is a locality from which operations are projected or supported. Strategic and operational reach initially depend upon basing in the area of responsibility and overflight rights. Both

affect how much combat power can be generated in the operational area in a prescribed period.

FM 4-0, figure 4-4Slide14

Army Command and Support Relationships

Command: Defines superior and subordinate relationships by specifying a chain of command, unify effort and give commanders the ability to employ subordinate forces with maximum flexibility Support: Army support relationships are not a command authority. Commanders establish support relationships when subordination of one unit to another is inappropriate. They assign a support relationship when:The support is more effective if a commander with the requisite technical and tactical expertise controls the supporting unitThe echelon of the supporting unit is the same as or higher than that of the supported unitThe supporting unit supports several units simultaneously. The requirement to set support priorities to allocate resources to supported units exists.

Mission:

Plan, prepare, rapidly deploy, and execute operational-level logistics operations within an assigned theater. The TSC is capable of planning, controlling, and synchronizing operational-level Army deployment and sustainment for the ASCC or joint force commander (JFC). It provides a centralized logistics command and control (C2) structure for the theater Army; simultaneously supporting deployment, movement, sustainment, redeployment, reconstitution, and retrograde.
