¿WHAT IS “PLUS EUROPE FORUM”? The “PLUS EUROPE FORUM” is a Rotary Event organized jointly with other European civic entities.Its purpose is to strengthen the capacity of Rotary and other civic institutions to stimulate debates and provide relevant documents to be submitted to the European Institutions for the consolidation of a European Governance Model.

¿WHAT IS “PLUS EUROPE FORUM”? The Forum is conceived as an annual meeting centred on three basic areas:European Governance: Networks toward direct democracy.EU Financial Convergence: The Banking Union.EU Fiscal Harmonization: Some Proposals.

WHY THIS PROJECT NOW? (1/3)Our objective is to reach new levels of democracy for European citizens by constructing a powerful governance model.Rotary clubs were founded in Europe during the past century when countries still acted more independently.Today, the EU comprises 27 countries, but many European Rotary Clubs still interact mainly at a local or national level.More can be done at a European level. Plus Europe Forum is inspired on the Fourth Objective of Rotary: “to promote understanding, goodwill, and

peace among nations”.

WHY THIS PROJECT NOW?All European Clubs are invited to participate, regardless of their country's membership to the EU. The Clubs of the Mediterranean basin are invited as observers.Last November, the “Berlin Peace Forum”, took place and examined the role of Democracy to promote peace and provide the opportunity for all citizens to join in international cooperation.Both Forums highlight the role of Rotary´s Inter-country Committees to promote the understanding between nations.

WHY THIS PROJECT NOW?“Plus Europe Forum” is possible thanks to the involvement of:- EU Delegation in Barcelona- Chamber of Commerce of Barcelona- Círculo de Economía de Cataluña Instituto de Estudios Financieros (I.E.F.) IESE Business School ESADE Business School Servei d’Estudis de “La Caixa”After the event, some European Rotary Clubs will seek to promote an “

European Network of Civil Entities”.

ORGANIZATIONEach year the Forum will be held in a different European city, as decided by the “Plus Europe Forum Organizing Committee”.A group of Academic Experts will participate with the General Secretariat in the preparation of the relevant documents to be submitted to the European Parliament and to the European Commission.In Barcelona, the event will be held in English and Spanish with their corresponding simultaneous translation

TRACK I: EUROPEAN GOVERNANCEJosep Piqué - Doctor in Economics and a law degree from the University of Barcelona.- In 1996, he was appointed Minister of Industry.- He also held the positions of Minister of Foreign Affairs and Minister of Science and Technology.- In 2007 he was appointed Chairman of Vueling.- He is currently president of the Cercle d´Economia.- In 2009 he created Pangea 21, International Consultant for emerging countries.

TRACK I: EUROPEAN GOVERNANCEXavier PRATS MONNÉ He holds degrees in Social Anthropology from the Central University of Madrid, in Development Economics from theInternational Centre for Advanced Mediterranean Agronomic Studies in France, and in European Affairs from the

College of Europe in Belgium.

He is the Deputy Director-General for Education and Culture at the European Commission, since January 1st, 2011. The main policy areas under his responsibility are the modernization of European education and training systems; mobility policies and programs, including Erasmus for students, lifelong learning; the European Institute for Innovation and Technology (EIT); and international relationship in the field of Education, Culture and Youth.

He was former Director for employment policy, Europe 2020 strategy and international relations in the field of employment of the European Commission.

He was also Responsible for the European Commission's relations with the ILO and for the

Labour

Strand of the G20. He previously served as Director for the European Social Fund, as Deputy Chief of Staff of the European Commission Vice President for

External Relations

and as Advisor of the Commissioner for Regional policy.

From 2007 to end-2010, he was one of the 5 founding members of the European Commission's Impact Assessment Board, which vets all impact assessments produced by the institution and reports directly to the President of the European Commission President.
