Consolidated Special Pays All CorpsIncentive Pay (IP) (Replaces all one year pays to include ASP, ISP, Optometry Pay, and one year CRNA-ISP)
Requirements:
Licensed, Privileged, and Practicing, active duty eligible 90 days after completion of qualifying training.
Must sign initial agreement to remain on active duty for minimum of one year. If eligible for higher IP rate in future will have to resign for another minimum of one year to be eligible.
Concurrent with training obligation
If under a Retention Bonus agreement, IP is aligned with RB and paid automatically
Requests must be submitted within 30 days of effective date
Paid monthly (currently being paid as Saved Pay)
Currently shows on LES as “Saved Pay”Slide5
Consolidated Special Pays All CorpsRates:
For MC and DC the IP rates will be based on specialty and will be a flat rate for everyone in the specialty.
For example, Family Medicine Physician IP rate $43,000 = ASP $15,000, ISP $20,000 and average VSP $8,000 rates.
The Health Professions Officer Pay Plan will list the IP rates.
If ISP rate increases for
MSP and DOMRB
now, IP rate will increase for RB rate under CSP. Important for member to submit new IP for reduced rate, or new RB agreement in advance when existing RB agreement will expire to avoid overpayment of IP, and subsequent recoupment.Slide6
Consolidated Special Pays All CorpsRetention Bonus (Replaces all current multi-year special pays of 2 or more years)
Must meet eligibility for IP
Not eligible until
accession obligation for government funded education and/or training has been
completed, or if under obligation for Accession Bonus.
If eligible for RB while under active duty training obligation, after completing accession obligation, RB obligation is consecutive (added to) training obligation (includes HPLRP). This includes current multi-year pays that will become RB ( multi-year CRNA-ISP, multi-year RN-ISP, POSP, ORB). Rules for eligibility will vary among Corps and specialties.
Obligation cannot exceed statutory service limits
RB will be ONLY multi-year agreement available.
Currently will show on LES as “NUC BONUS”
RB rates will be similar as current multi-year rates.Slide7

The conversion from LSP to CSP will occur in FY17, and the LSP will no longer exist after FY17.
When Must Member Convert
–
Under Multi-year Agreement:
Those under a multi-year special pay agreement expiring prior to 30 Sep 2017 will remain under the MSP agreement and convert to the Consolidated Special Pays either at the end of the Multi-year agreement, or upon Terminating and Renegotiating the multi-year agreement.
Those under a multi-year agreement not expiring until 1 Oct 2017, or later, will convert to the Consolidated Special Pays on the anniversary date of the multi-year agreement, or date of termination and renegotiation.
Example multi-year expiring prior to 30 Sep 2017, Medical Corps under MSP/ISP expiring 30 June 2017. Member will request special pays under the CSP upon expiration of the MSP/ISP agreement effective 1 July 2017.
Example multi-year expiring 1 Oct 2017 or later, Medical Corps under MSP/ISP expiring 30 June 2018. MSP agreement will convert to CSP Retention Bonus on a 1 July 2017, and member will have to submit for CSP IP and BCP (if receiving BCP) effective 1 July 2017. Member will receive full anniversary ISP payment.Slide9

Not Under Multi-year Agreement, but Annual Agreement such as ASP or ISP:
Those members under annual agreement(s), and not under a multi-year agreement, when the first annual agreement is due to be renewed in FY17 they will renew under the Consolidated Special Pays IP if authorized.
Only Receiving Board Certification Pay (BCP):
Those only receiving BCP, submit upon recertification, or anytime after 1 Jan 2017, but the BCP under the Consolidated Special Pays incurs a one year active duty obligation, so if a member intends to separate prior to 31 Dec 2017 it is recommended the member stay under the Legacy Special Pays BCP, or obligate to remain on active duty beyond Jan 2018. CONCLUSIONEveryone receiving special pays who will be on active duty until 1 Oct 2017 or later will convert in FY17.
Not converting may result in member not being paid Special Pays.
