A written scheme of management, aiming at continuity of policy and action and controlling the treatment of the forest.
The instrument of forest management.
It is very useful because –
It evaluates the status of forest resources of a division
Assesses the impact of past management practices, and
Decides suitable management interventions for future.

Writing a working plan is a
highly productive task
Working plan is highly technical exercise undertaken at regular intervals in each forest division.
Working schemes are prepared for smaller forest areas such as cantonment forest, village forest, municipal forest, private forest etc.
Management plans are prepared for protected areas such as national parks, sanctuaries etc.
It is the duty of the manager/owner of the forest area to ensure the preparation of the working plan/scheme.
Slide41927 - Indian Forest Act, 1927 was passed.
1952 - First Forest Policy of independent India came into existence.
1988 - Second Forest Policy of independent India came into existence.
After independence, for the next half a century, the state
govts. adopted their own provincial working plan codes, for example – U.P. Working Plan Code, 1952 U.P. Working Plan Code, 19671996 – Hon’ble Supreme Court directed Central Govt. to approve all the working plans of different states. 2004 – After the directions of Hon’ble Supreme Court, MoEF adopted a uniform code for the country named as ‘Working Plan Code,2004’.2014 – A revised Working Plan Code came into existence named as ‘Working Plan Code,2014’.

Before the actual start of WP preparation.
It is prepared by territorial CF and contains necessary details of -
WP area and other details of forest division, Management practices adopted,Objectives i.e. what territorial CF requires from WPO in his revised new WP,Works to be done by WPO.Territorial CF presents PWPR before SCC (standing consultative committee) chaired by PCCF (HoFF) having representation from State Forest Deptt., MoEF (RAPCCF), FSI, ICFRE etc along with WPO.After deliberations PWPR is finalized with changes as deemed necessary.Now, WPO starts his work in the field, as per required in PWPR.WPO carries out enumeration work on the basis of sampling and collects data.

Secondary DataData from territorial DFO and other depts. like GSI, IIRS, WII, FSI, Watershed management, Revenue, Police, Statistical, Livestock, Soil conservation, Census, Irrigation/ minor irrigation, Disaster management, other organizations/ NGOs working in the field of forest & environment etc. etc. along with the views of public representatives and local people along with relevant and important standing orders/ govt. orders/ findings of different committees/ research papersDFO provides updated compt. histories, and all other base line data required for working plan along with all the works done / main incidences during the last 10 years of the present working plan.1st PWPR (PWPR) also acts as a source of secondary data.
