Work with States to build feeder roads, provide electricity and water, increase farm to market access, and support enterprise initiatives across the Federation.

Engage in land clearing and development in collaboration with States and Local Governments to widen the area of operation and expand agricultural activities nationwide.Engage with State Governments and private entities to scale-up rearing of cattle, sheep and goats, dairy and poultry; boost maize, sorghum, rice, cassava, tomato, yam, cowpea, soybean, cocoa, palm oil, rubber, shea, acha/sesame, cotton, millet, groundnut, sugarcane, cashew and fish production.Implement a Rural Transformation Plan, including the Green Imperative on public-private partnership, expand the Mechanization Programme under the Agricultural Equipment Hiring Enterprise (AEHE) Centres, and Animal Traction programme. Implement the National Livestock Transformation Plan (NLTP) through the programmes

on Animal Breeding and Conservation, Grazing Reserves Development, Dairy Value Chain Development and Small Ruminant Development.

9) Reposition and restructure Agricultural Research Institutes and Colleges for increased research result and enhanced agricultural productivity.

 10) Implement programmes on Transboundary Animal Diseases/Pests Control, Abattoirs/Slaughter Houses Rehabilitation/Upgrading, Veterinary Hospitals/ Health Centres and Apiculture Development. 11) Rehabilitation and construction of Water Harvesting Structures and Mini-Earth Dams in the States to augment rain-fed agriculture, assist dry season farming and increase agricultural production in the country.  12) Intensify National Accelerated Fish Production Programme through the exploitation of marine resources in Nigeria’s Deep Sea/Exclusive Economic Zone (EEZ) by Nigeria’s fish merchants, as well as the exploration of inland water bodies by fish farmers to diversify domestic fish species, to achieve sufficiency in national fish requirements.  13) Support for food and nutrition programme to enhance the quality and safety of food production consumption from crop, livestock and fishery value chains through proper standardization, certification and control.  14) Enhance National Food Reserve Stock by procuring crops at harvest, mopping-up excess production, balancing price volatility and enabling farmers to increase output.

 15) Actively collaborate with the private sector to create a large number of well-paying jobs for Nigerian youths.

 

16) Implement a strategy towards the realization of Mr. President’s commitment to take 100 million Nigerians out of poverty in the next 10 years.

Effective Reporting Channel

This administration requires all Ministers to quarterly report on its activities to the Federal Executive Council, as well as an annual assessments of deliverables.Going forward, all Head of Parastatals, Agencies, Institutes, Universities and Colleges of Agriculture are required to quarterly submit the report of their activities to the Honorable Minister.Expected in the reports are: the projects, Project Cost, Outputs, No of Jobs created, pictorial evidence and Challenges.

Effective Reporting Channel Cont’d

14Government is massively investing in the agricultural sector to enhance food sufficiency. The outcome of these investments in real terms has made meaningful impact on the nation’s economy.During the HMA presentation on 11th March 2020 on its activities, the FEC observed that the report of the Ministerial performance is not reflecting magnitude of investment in the agric sector.The Ministry is doing a lot to attain food security in the country but our activities are under-reported due to ineffective data management mechanism, resulting to ineffective synergy between the Ministry & its parastatals

Conclusion

The outcome and the overall impacts of effective and efficient communication cannot be overemphasized, as synergy among agencies is key to the attainment of the Ministry’s mandate as well as the Ministerial deliverables.

The essence of this retreat is to deliberate on how to enhance effective communication and foster synergy within FMARD agencies and parastatals for food security. This process will enable participants identify critical challenges and prospects for improved synergy towards the attainment of the Ministry’s mandate.
