Why is the Project Needed? Existing bridge (constructed in 1927) is vulnerable to scour as it was not built on piles or founded on sound rock. Scour could lead to failure of this bridge. The parkway carries over 100,000 vehicles per day and is currently flooded by the Hutchinson River during a 5 year storm event instead of 25 year event. Tuesday, September 19, 2017 6

Coordination with Stakeholders Serval meetings conducted during the Project Development Phase with municipalities, Pelham Schools and emergency services from Pelham, Mt Vernon and Pelham Manor Stakeholders were involved in the development of the project requirements for the design built contract Design Build contract procurement process incorporated inputs from stakeholders and valued proposals with least impact to commuters and local communities. Parkway Weekend Closures & Detour Directional Closures of the HRP shall be scheduled between Friday at 11 PM to the following Monday at 5:00 AM. The sum of all Directional Closures shall not exceed a maximum of 320 total hours Detour signs and message boards will be in place along the I-95 and I-287 Tuesday, September 19, 2017 17

Construction Noise & Control Pile driving is limited during daytime hours only (8 AM to 4 PM) and will be completed within approximately 2 weeks Noise monitoring devices will be install to ensure equipment is working within acceptable noise limits. Trucking and Delivery Routes Trucking and Materials delivery route will utilize Columbus and Lincoln Ave in Mt Vernon during non rush hours Will utilize grass area next to Exit 10 off ramp in Mt Vernon as Staging area for equipment needed for scheduled activities Environmental procedures will be in place to insure minimum disturbance to residence and community Tuesday, September 19, 2017 19

Electric and Gas Outage Existing bridge carries gas main and electric conduits ConEd will upgrade their facilities as part of this project. New gas main and electric conduits will be installed below the HRP Limited outages is necessary for tie in and switch to new systemNotifications will be send out two weeks in advance Tuesday, September 19, 2017 20
